Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
EDUCATION/SPECIALIZED EXPERIENCE GS-07:To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

  • Assisted in preparing program analyses and evaluations pertaining to the effectiveness of program operations.
  • Assisted in conducting studies of employee/organizational efficiency and productivity.
  • Assisted with establishing operating methods and procedures for accomplishment of project mission.
  • Assisted with providing guidance for various analytical studies to resolve problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Using computer applications to prepare written reports, spreadsheets, statistical tables, flowcharts, and visual presentations that incorporate basic analytical and evaluative research/findings.

OR Education: One (1) year of graduate level education in a related field of study at an accredited college or university. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. OR Combination Of Education And Experience: A combination of qualifying graduate education and experience equivalent to the amount required.
SPECIALIZED EXPERIENCE GS-09:To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

  • Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations.
  • Developing changes in methods and conducting studies of employee/organizational efficiency and productivity.
  • Planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission.
  • Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Uses computer applications to prepare written reports, spreadsheets, statistical tables, flowcharts, and visual presentations that incorporate basic analytical and evaluative research/findings.
  • Experience applying basic budgeting methods and techniques to assist with preparing analysis and/or estimates for resource needs.

OR Education: Two (2) full academic years of progressively higher-level graduate education in a related field of study from an accredited college or university. OR A master's or equivalent graduate degree in any field of study from an accredited college or university. OR LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:- Facilitating human resource actions, analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of the management processes and systems, human resources, and strategic planning initiatives within the program office.- Preparing draft reports and other substantive guidelines and materials; recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures.- Performing HCO operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations, proposing recommendations, and conducting studies of employee/organizational efficiency and productivity.- Communicating both orally and in writing with all levels of the organization, to gather data, provide feedback, prepare reports, present briefings, and develop partnerships.- Applying basic human resources budgetary and financial management principles, and techniques as they relate to long range planning of programs and objectives of workforce planning. OR You may qualify based on education as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR an LL.M. in a related field. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.

AND
You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
