What You Will Do
STO is one of the largest facility operations divisions at LANL and we oversee 2.2 million square feet of facilities where low and moderate hazard scientific work is performed. The Technical Areas (TA) we cover include a large portion of TA-03 and TA's 43, 59, 48, 33, 35, 46, 36, 57, 66 and 49. For these areas we manage all maintenance, construction, and operations.
The Operations Manager 2 serves as the primary point of contact between the Facility Operations Director (FOD) and the programmatic divisions operating within STO Facilities. The Operations Manager 2 is responsible for ensuring seamless communication, alignment of priorities, and timely support. This position oversees all aspects of facility operations, safety, compliance, maintenance, work control, and project support, ensuring that routine activities and complex projects are executed safely, efficiently, and cost-effectively while maintaining strong partnerships with programmatic customers.
The responsibilities of the Operations Manager 2 include, but are not limited to, the following:

• Manage the day-to-day activities of building managers, operations specialists, and operators.
• Provide oversight of the Science and Technology Complex Operations.
• Authorize, or defer, maintenance and construction activities based on facility status.
• Manage and coordinate the proper response to abnormal conditions and submit reports IAW institutional guidelines.
• Manage and coordinate the proper response to Facility Emergencies.
• Maintain assigned facility status.
• Lead/Support the Plan of the Week & Plan of the Day meetings.
• Assist with development of IWDs, RWPs and other technical documents to support programmatic and project work.
• Coordinate the integration of project work in the Science and Technology schedule.
• Assist with development and coordination of plant/system Outages to support Project Work.
• Coordinate facility and programmatic resources to support Project Work.
• Provide oversight into project activities to help ensure that projects are being executed safely, securely, and compliantly.
• Act as a point of contact between the STO-FOD and Programmatic and Project Personnel.
• Participate and assist management in investigations following abnormal occurrences to identify and correct the cause of the event and properly report in accordance with Department of Energy (DOE) and Laboratory directives.
• Provide input for budgets; review applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
• Ensure safety, security and regulatory compliance.
• Other duties as assigned.

What You Need

Minimum Job Requirements:
Leadership & Communication: Demonstrated excellent customer service and communication skills. Demonstrated skills in preparation and presentation of oral and written reports. Full knowledge of operational management including engineering design, maintenance, configuration management programs, work control, upgrades and renovations.
Operational Acumen: Full knowledge of Conduct of Operations and experience in implementing sound conduct of operations principles. Full knowledge of Conduct of Training, Maintenance and Engineering policies.
Knowledge & Expertise: Ability to manage complex projects with limited resources in an environment of conflicting priorities. Experience and demonstrated skill in identifying problem areas, investigating alternative solutions and determining action to be performed on problems affecting operations management. Ability to understand and interpret various mechanical and electrical documents, blueprints, drawings and schematics. Ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.
Facility Operations: Ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Full knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals. Demonstrated working knowledge of facility process equipment and operation. Full knowledge of facility policies and procedures.
Education/Experience: Position requires a bachelor's degree and 3 years relevant experience, or an equivalent combination of education and relevant work experience.
Desired Qualifications:

• Demonstrated experience and understanding of the following aspects of operations management as applied to a Moderate Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, and project management.
• Demonstrated Project Management experience for Programmatic and R&D Work or related experience with construction project management.
• Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.
• Demonstrated experience developing teams and individuals in a collaborative work environment.
• Management experience.
• Full knowledge of the Laboratory's organizational structure.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
