Job Description:

Seeking a Technical Scrum Master / Agile Coach to support a massive, multi‑phase, greenfield tax system program that is responsible for the administration of all taxes collected by the AZ Department of Revenue, focused on modernizing systems that manage 0.00B in tax‑revenue distribution.
The ideal candidate would be a hands‑on, adaptive Scrum Master. This role is not just about facilitating ceremonies; it is about serving as a Change Agent for a team transitioning from a traditional Waterfall environment to an Agile delivery model. You will be the bridge between a new agile team for the program and the core organization..
Required Experience:

  • 10+ years as a Scrum Master, with proven success coaching teams and maturing Agile delivery.
  • Strong technical acumen and experience supporting technical product implementations.
  • Background in new product development, ideally having led Scrum teams from initial build through release.
  • Top technical competencies: data conversion, data cleansing, data integration.
  • Experience working in public sector and regulated environments.
  • Demonstrated experience supporting a team's transition from waterfall to agile.

Preferred Skills

  • Experience with Jira, Azure DevOps, or similar tools for managing complex technical backlogs, writing queries, reporting progress, and creating structure to how work items are organized.

Key Responsibilities

  • Agile Transformation: Act as a coach and mentor, under the guidance of a fractional Agile Coach, for a team new to Agile. Help the team shift their mindset from Waterfall to Agile, educate them on principles, and guide them in adopting Agile practices effectively.
  • Bridge Between the Program and the Organization: Responsible for coordination between the program agile team and the internal organization. Manage and track dependencies, ensuring that technical roadblocks are cleared and communication remains transparent in support of the Program Leadership.
  • Facilitation: Lead all Scrum ceremonies (Sprint Planning, Daily Scrum, Sprint Review, Sprint Retrospective) to ensure team working sessions, meetings, and discussions are effective, with a focus on long-term success, and outcome-based results.
  • Impediment Management: Proactively identify and remove blockers, specifically those related to vendor dependencies, integration issues, or organizational processes.
  • Product Owner Support: Assist the Product Owner in backlog refinement, prioritization, managing expectations regarding the platform requirements, and using your experience provide recommendations for improvements.


Required Qualifications

  • 10+ years of experience working on large multi-phase complex system implementations
  • Demonstrated experience supporting a team's transition from waterfall to agile.
  • Proven experience working with managing complex dependencies associated with a large multi-phase greenfield enterprise system.
