Position Title: Program Manager III

Location: Arlington, VA or Mechanicsburg, PA

Job Summary:

The Program Manager III is key personnel serving as the contractor's day-to-day lead for the DSCA Cybersecurity Support Services task order, executing Contract Project Management and Digital Transformation. The role owns overall contract performance, the Quality Control Program, continuous risk management, and all formal reporting to the Government, and leads delivery and execution of the Digital Labor Transition Plan that moves manual cybersecurity processes to automated and AI-enabled solutions.

Education and Experience:

  • Bachelor's degree from an accredited institution in Information Technology, Computer Science, Engineering, or a related technical discipline.
  • Fifteen (15) years of Information Technology experience, with at least ten (10) years in a program management role overseeing programs of similar size and complexity (annual budget of at least $2.5 million and a team of 15-20 personnel operating under stringent federal security compliance frameworks, e.g., DoW RMF, CUI).
  • Five (5) consecutive years of experience demonstrating recent (within the last year) and sustained leadership.
  • Five (5) years of demonstrated experience managing digital transformation or business process automation programs, with a proven track record of transitioning manual processes to automated solutions.
  • Active Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • AWS Certified Solutions Architect or a similar cloud provider certification.
  • Certified Information Systems Security Professional (CISSP).
  • Experience with The Open Group Architecture Framework (TOGAF).
  • Experience with Agile or DevOps methodologies (highly desirable).
  • Active Secret clearance; U.S. citizenship required.

Essential Duties:

  • Day-to-day management of all contract requirements, personnel, and deliverables.
  • Creating and overseeing execution of the contractor's Quality Control Program (QCP).
  • Performing continuous risk management to prevent disruptions to contract performance.
  • Managing all formal communication and reporting with the Government, including the Monthly Progress Report and Periodic Progress Meetings.
  • Delivering a data-driven Digital Labor Transition Plan, including process documentation and quantitative analysis, impact-effort prioritization, a technology and tool decision matrix, AI-driven analytics integration, a sequenced implementation roadmap, and role-based training and cost analysis.
  • Implementing and managing the approved Digital Labor Transition Plan and reporting realized labor and efficiency gains.
  • Supporting the 30-day phase-in and transition period, including knowledge transfer and weekly status meetings.
  • CONUS travel on an as-needed basis, coordinated with the Cybersecurity Management Branch Chief and pre-approved by the COR.

Knowledge, Skill and Abilities:

  • Proven ability to manage federal cybersecurity programs under DoW RMF and CUI compliance requirements.
  • Skill in designing and enforcing a Quality Control Program and performing continuous risk management.
  • Strong written and verbal communication for government reporting, progress meetings, and executive-level briefings.
  • Working knowledge of AWS cloud environments and enterprise architecture practices (TOGAF).
  • Familiarity with AI-driven analytics, robotic/business process automation, and labor optimization analysis.
  • Experience leading Agile or DevOps delivery teams in a federal environment.
  • Ability to lead a 30-day phase-in/transition and sustain performance without disruption.
