Job description

PROGRAM MANAGER - CORE CONSOLIDATION / FACETS TRANSFORMATION
Location: Baltimore, MD or Washington, DC (DMV Area)
Type: Contract to hire
Schedule: 40 Hours/Week (EST)
Work Model: Hybrid
JOB OVERVIEW
We're building a FACETS transformation team to support a large-scale healthcare payer modernization initiative focused on consolidating multiple legacy claims platforms into FACETS (NASCO FACETS).
As a Program Manager - Core Consolidation, you'll lead a high-visibility enterprise program that brings together business, technology, operations, and vendor teams to successfully migrate claims processing capabilities into a unified FACETS platform. This role is ideal for experienced leaders who thrive in complex transformation environments and have a passion for driving organizational change, operational readiness, and measurable business outcomes.

WHAT YOU'LL DO
  • Lead end-to-end program governance, including scope, schedule, budget management, risk assessment, dependency tracking, and change control.
  • Drive alignment across business and technology teams, including claims operations, configuration, data migration, integrations, testing, and release management functions.
  • Facilitate executive and stakeholder communications through weekly status meetings, steering committee reviews, and leadership presentations.
  • Coordinate delivery activities across internal teams and external vendor partners to ensure project milestones and commitments are met.
  • Develop and execute cutover, transition, and operational readiness plans, including training, communications, business readiness, and hypercare support.
  • Monitor program health using key performance indicators, milestone tracking, risk burn-down metrics, and delivery dashboards.
  • Identify and mitigate program risks while driving timely issue resolution and decision-making.
  • Support enterprise transformation efforts by ensuring successful adoption of new processes and technologies.

REQUIRED QUALIFICATIONS
  • Experience managing large-scale programs within a healthcare payer, health insurance, or managed care environment.
  • Hands-on FACETS (or NASCO FACETS) experience, with a minimum of 1 year working in claims systems.
  • Proven success leading complex, enterprise-wide initiatives involving both technology implementation and business transformation.
  • Strong program governance, project management, and stakeholder management experience.
  • Excellent communication skills with the ability to present to executive leadership and steering committees.
  • Experience managing delivery across Agile, Waterfall, or hybrid project methodologies.
  • Experience on building success metrics and monitor delivery progress, milestones, KPI movements, and risk mitigation.
  • Ability to coordinate multiple workstreams and drive results in a fast-paced environment.

NICE TO HAVE
  • Experience with FACETS or NASCO FACETS implementations, migrations, upgrades, or modernization initiatives.
  • PMP and/or SAFe certification.
  • Background in claims platform consolidation, core administrative system transformations, or large-scale payer modernization programs.
  • Experience overseeing data conversion, system integrations, testing, deployment, and operational readiness activities.
  • Knowledge of healthcare claims processing and payer operations.
