Job description

The Program Manager will oversee our Warming Center, Veterans’ Transitional Housing, and Supportive Services programs in Hartford.


This position supports daily program operations, supervises staff, maintains compliance with funder requirements, monitors documentation and outcomes, and ensures high-quality services for individuals experiencing homelessness and housing instability.


Position details:

• Salary: $60,000–$65,000 annually, depending on experience

• Schedule: Monday through Friday, 12:00 p.m.–8:00 p.m.

• On-call responsibilities and occasional evening, weekend, and holiday coverage are required

• Location: 75 Main Street and 221 Main Street, Hartford, CT

• Full-time, non-exempt position

• Reports to the Deputy Director

Key responsibilities include:

• Supervising Team Leads, Case Managers, and direct-care staff

• Providing coaching, training, and performance management

• Ensuring adequate staffing and program coverage

• Reviewing client files, billing records, incident reports, communication logs, and other program documentation

• Monitoring HMIS data entry, bed utilization, billing, and required reports

• Supporting complex and multidisciplinary client cases

• Responding to and following up on critical incidents

• Maintaining relationships with community partners, housing providers, and the Coordinated Access Network

• Supporting staff recruitment, hiring, and onboarding

• Participating in the Program Manager on-call rotation

Preferred qualifications:

• An advanced degree or equivalent professional experience in social work, social sciences, allied health, or a related field

• At least five years of experience in housing and homelessness services or transitional services

• At least two years of program management and staff supervision experience within human services or a related field

• Strong leadership, communication, organization, and team-building skills

• Knowledge of Housing First, harm reduction, trauma-informed care, and low-barrier service models

• Experience working with individuals affected by homelessness, mental health conditions, addiction, trauma, poverty, or housing instability

• Experience with data collection, reporting, Microsoft Office, and HMIS is preferred

• Lived experience with homelessness or housing instability is considered a plus
