About this Job
The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-318. This position is located in the Administration Section. Req. 222721
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS), Administration division and is responsible for providing strategic consulting and direction in the areas of strategic planning, business analysis, and quality assurance. Supervision is received from an IT Statewide Director 3 or higher-level authority.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Seven years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus four years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Business process/program analysis -
  • Analyze and evaluate business processes across multiple program areas to identify opportunities for improved efficiency and performance through technology.
  • Provide expert consultation and guidance on using systems and programs to transform business data into meaningful performance metrics and impact assessments.
  • Serve as a technical resource for business process mapping, process analysis, and technology-driven process improvement initiatives.
  • Collaborate with stakeholders to assess current workflows, recommend enhancements, and support the implementation of best practices.
  • Gather and analyze user feedback through ongoing process reviews, recommending continuous improvements to optimize business operations.
  • Assists OTS in multiple program areas in the quality assurance analysis of existing IT support systems for business processes measurements and impact assessment evaluation. Recommends design improvements of such systems or processes for their more effective use.

Strategic direction and planning -
  • Collaborate with executive leadership to develop strategic plans, operational plans, performance indicators, and long-range technology initiatives.
  • Evaluate the impact of new legislation, regulations, policies, and rules on organizational operations and statewide systems.
  • Recommend strategic solutions and reporting initiatives that support informed decision-making by executive leadership.
  • Prepare and oversee the development of highly complex reports, analyses, and presentations for executive management and legislative bodies.
  • Provide expert guidance on planning, reporting, and policy implementation to support organizational goals and statewide initiatives.

Administers the Louisiana State Census Data Center-
  • Lead the Louisiana State Census Data Center by developing policies, managing statewide data resources, and coordinating the 30-member affiliate network.
  • Provide expert research, analysis, technical assistance, and consultation on U.S. Census Bureau data, products, and geographic information to state agencies, local governments, businesses, and other stakeholders.
  • Conduct statistical analyses and develop specialized demographic and economic reports to support policy development, program planning, disaster preparedness, grant applications, and public information requests.
  • Advise stakeholders on the effective use of Census data for planning, economic development, tax distribution, business decisions, legal documentation, and media reporting.
  • Promote Census Bureau programs and services by serving as the state's primary Census partner, supporting survey operations, providing stakeholder outreach, and collaborating with the Census Bureau on product development, testing, and feedback.
  • Plans and conducts statewide seminars, workshops, and conferences on analysis and use of data in policy decision making.
