This position is pending contract award.
Primary Function
The PHSFS Program Manager oversees the planning, executing, and tracking of Prospect Harbor Base Operations Support (BOS) contract. The PM serves as the focal point for the PHSFS BOS contract, with full operational autonomy for contract execution and provides decisive leadership to direct efforts, assess performance, and take needed actions. Additionally, the PM conducts Quality Control functions for PHSFS and performs quality inspections in Civil Engineering and Security sections. Must be on-site and be available for Government for phone calls. The PM continues to support the PHSFS mission, proactively solve problems, and deliver quality services safely in the performance of the PHSFS BOS PWS.
Essential Duties
  • Serve as a central point of contact with the Government for all contract-related work.
  • Review, update and establish procedures to assure safe, effective and consistent levels of performance are within directives and contract guidelines.
  • Oversee overall operations, making improvements recommendations.
  • Maintain and execute the Contractor's QC Program.
  • Ensures adherence to standard concepts, practices, and safety procedures.
  • Conducts audits and surveillances of QC related programs throughout PHSFS BOS.
  • Provides expertise advise to customer, when requested.
  • Be on duty at the worksite and available for contact with the Government.
  • Attend briefings, conferences, and other Government designated meetings.
  • Apply experience and judgement to pan and achieve goals effectively.
  • Ensure successful completion of tasks on a timely manner basis and budget.
  • Share knowledge & background in end-to-end base operations support, civil engineering and security.
  • Develop and implement risk management strategies to mitigate risks.
  • Timely completion and accuracy of all inspections and work.
  • Works closely and harmoniously with other employees.
  • Must be able to multitask.
  • Perform other duties as assigned.

Desired Knowledge, Skills & Abilities
  • Must possess advanced technical knowledge of Government contract base operations support, maintenance, grounds, civil engineering and security.
  • Must possess knowledge of preventative maintenance procedures, practices and methods on CE assigned systems, sub-systems and associated components to include HVAC, Boilers, Generators, Electrical, etc.
  • Must have knowledge in processing Work Orders.
    • Ability to provide detailed report, briefing and technical advice to the Government regarding BOS requirement.
    • Ability to support training schedule for security team members.
    • Must have knowledge of maintenance data collection databases to include in administrative level entries, i.e., equipment status reporting and job standard task creation.
    • Must be an excellent communicator and have fair judgement.
    • Must be able to attend Government conferences, as required.
    • Must be able manage large facilities maintenance or construction projects.
  • Able a multi-tasker.

Required Qualifications
  • Bachelor's Degree in Program Management or 10 years' experience in base operation support to include civil engineering and security related field.
  • Five (5) years' experience managing combined in the area of security, facility maintenance, site maintenance, preventative maintenance, grounds maintenance, and customer service areas.
  • Experience in quality control and assurance.
  • Experience in Health, Safety and Environmental.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Projects.
  • Must be able to work on secure military facilities.
  • Must be able to go TDY, as required/requested by the Government.
  • Must have current valid driver's license and clean driving record and be qualified to operate a vehicle.
  • Must be able to pass a DoD background check, pass drug screening tests and obtain SECRET security clearance
