Raytheon is seeking an NSMS Manager, Supply Chain Management, for The Standard Missile portfolio is to support Production Assurance efforts within the Naval Standard Missile Systems Production (NSMS) area of Naval Power to be located onsite in Tucson, Arizona. Production Assurance ensures the future success of franchise NSMS production programs via proposal support, the cut in of new assemblies & designs into current production configurations, the execution of lifetime buys, and the execution of investments in our supply base to grow or ensure production capacity.

In this role, you’ll bring your advanced/applied knowledge of proposal activities, customer negotiation support, material requirements planning (MRP) process, subcontract management and project management (to include program start up as well as execution).

You will apply your experience with Supply Chain, material requirements planning and business acumen within a matrixed organization. You’ll also develop and lead a material program strategy/plan for programs or integrated product teams and will participate in proposals by developing and leading supply chain proposal activities including task descriptions and basis of estimates and participating in gate review preparation and/or support activities as well as assist with the generation of Supplier Statement of Works (SSOW).

The successful candidate will have excellent written and verbal communications skills to influence and communicate effectively across multiple areas outside of one’s own job function as well as with parties external to the organization.

What You Will Do:

  • Work closely with Program Management, Integrated Product Teams (IPTs), Engineering, Quality, Production Control and Procurement to develop and execute Material Strategies which support Customer requirements and meet Program objectives
  • Lead by influence in a matrixed organization
  • Brief program and customer leadership teams on Supply Chain status, material constraints and risk mitigation or opportunity capture plans
  • Customer Proposal support including generating Supplier Request for Proposals / Quotes (RFP’s / RFQ’s) as well as labor basis of estimates (BOEs)
  • Support supplier negotiations and PO placement as required to meet program cost and schedule objectives
  • Financial management (i.e., EV, budgets, targets, working capital, proposals, material sales forecasts, etc.). The MPM may act as the Control Account Manager.
  • Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, metrics, international issues, develop/evaluate the make/buy strategy, the Collaborative Agreement process, etc.), and communication of customer flow-through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Issue/Conflict resolution within organizations, between organizations and with suppliers
  • Management of timely and compliant quarterly Estimates At Completion (EACs) to include Risk & Opportunity management
  • Support MRP Scheduling and Master Data requests
  • Willingness to travel domestically/internationally, as required (expected to be <20%)

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or an Advanced degree and a minimum of 5 years of prior relevant experience
  • Supply Chain experience

Qualifications We Prefer:

  • Advanced Microsoft Office skillset
  • Advanced Supply Chain Planning tool experience (i.e. SAP/PRISM, Kinaxis, MFT, ROMS, etc.)
  • Experience with proposals or material estimating
  • MPM Level 4 (or higher) Certification, PM Level 7 (or higher) Certification
  • EVMS Certification

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
