The Technical Program Manager (TPM) is accountable for the success of a cross‑functional team that delivers B2B technical integration consulting services and integrator production success. Utilizing a Product Owner’s mindset, this role is responsible for defining, prioritizing, and executing technical solutions that enhance operational efficiency and improve integration experiences for integration partners.

Success in this role requires strong leadership, strategic decision‑making, and collaboration to ensure the team meets business objectives and delivers high‑quality solutions. The TPM manages integrator and vendor relationships, oversees compliance and certification processes, and drives integration governance to align with Tyler Technologies’ standards, regulatory requirements, and contractual obligations. By leading Agile development, managing backlogs, and coordinating across engineering, product, and business teams, this role ensures seamless integrations and continuous process improvements. A deep technical background is not required, but a strong understanding of integration workflows, market compliance, and stakeholder coordination is essential to drive team success.

Responsibilities
  • Product Ownership – Act as the Product Owner for internal support tools, managing the product backlog, defining user stories, and ensuring alignment with business needs. Maintain tracking and documentation for all integration partner requirements, tool enhancements, and product updates.
  • Scrum & Agile Execution – Drive Agile methodologies, lead sprint planning, and work closely with the Scrum team to ensure timely delivery of technical solutions. Track and document sprint progress related to integration partner needs, ensuring visibility into ongoing work.
  • Cross‑Functional Team Leadership – Lead a team of engineers, business analysts, and integration specialists to deliver B2B technical integration consulting services. Oversee the tracking of integration partner onboarding, compliance status, and technical issue resolution through structured documentation and reporting.
  • Stakeholder Management – Collaborate with internal teams and external partners to define technical requirements, ensure seamless integrations, and proactively address challenges. Maintain integration partner data throughout the integrator relationship.
  • Technical Consulting – Provide guidance on best practices for system integrations, API implementations, and enterprise software solutions. Coordinate with development teams to ensure up‑to‑date technical documentation of workflows, release notes, feature guidance and best practices.
  • Risk & Issue Resolution – Identify potential risks in integrations and tool development, proactively develop mitigation strategies, and ensure smooth execution. Maintain an Incident & Problem Management Tracker to ensure timely resolution and accountability for partner‑related issues.
  • Process Improvement & Reporting – Continuously optimize workflows and report key performance metrics to drive efficiency and business impact.
Qualifications Education:
  • Minimum Requirement: Bachelor’s degree in Computer Science, Engineering, Information Systems, Business, or a related technical field.
  • Preferred: Master’s degree in a technical or business‑related field (e.g., MBA, MS in Engineering)
  • Preferred Certifications: Certified Scrum Product Owner (CSPO), PMP (Project Management Professional), or SAFe Agile certifications.
Experience:
  • Experience Level: 5‑10 years of experience in technical program management, product ownership, vendor management, or B2B technical consulting.
  • Nature of Experience: Experience with Agile and Scrum methodologies, backlog management, API integrations, and enterprise software development. Prior experience in technical consulting or B2B integrations is a plus.
Skills:
  • Deep understanding of Scrum methodologies, Agile frameworks, and backlog management as a Product Owner.
  • Strong leadership and collaboration skills to drive B2B technical integration consulting efforts.
  • Hands‑on experience with API integrations, cloud technologies, and enterprise software solutions.
  • Strong experience in integration program management, vendor tracking, and compliance oversight.
  • Excellent stakeholder management and communication skills for both internal teams and external partners.
  • Experience using Agile tools like Jira and Confluence.
  • Ability to analyze technical challenges and drive solutions in a fast‑paced, dynamic environment.
  • Experience with SQL databases to query, analyze, and manage integration‑related data. Ability to track and report key metrics related to partner integrations, API performance, and compliance using relational databases.
  • Ability to drive risk management, issue resolution, and process improvement initiatives.
  • Strong written and verbal communication skills for drafting technical documentation, release notes, and compliance reports.
