LOCATION OF POSITION

MDH Behavioral Health Administration,Treatment and Recovery Division, Baltimore MD\r\n

Main Purpose of Job

This position is a senior level position within the Treatment and Recovery Division and will serve as Assistant Director for Administration and Program Implementation. This position will assist the Director of Treatment and Recovery with providing senior managerial oversight of all publicly funded behavioral health services for adults and older adults. This position will be responsible for providing supervision, on-boarding new staff, mentoring managers, developing policies, and project management, and ensuring timely response to constituents.\r\n\r\n\r\nThis position will also assist with leading and managing the day-to-day operations and administrative service aspects of the Division in addition to providing oversight and direction over program service area. The division is comprised of 56 FTE (state merit and special payment payroll) staff. Duties will consist of providing technical assistance to local jurisdictions with addressing clinical related treatment issues and improving service quality. This position will track communication flows, assist with resolving issues, follow-up on critical incidents, oversee budgets, coordination of care, access to care, implementation of Medicaid waivered services, and other personnel related issues.\r\n\r\n\r\nThis position is eligible for hybrid telework which is subject to change as necessitated by operations and customer-focused demands.\r\n

MINIMUM QUALIFICATIONS

Qualified candiates must possess a Master's or Doctoral degree in a health or human services field from an accredited college or university and six years of health or human services administrative or professional experience, including three years of senior level management experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate should be an accomplished healthcare and public health professional with a strong clinical background and extensive expertise in behavioral health, including mental health and substance use disorder services across the full continuum of care for older adults. Preferred candidate should have:\r\n\r\n\r\n Demonstrated experience in data analytics, program evaluation, quality improvement, and population health initiatives to improve outcomes and advance evidence-based practices.\r\n Senior-level management experience leading complex programs, multidisciplinary teams, and strategic initiatives within healthcare, public health, and human services environments.\r\n Expertise in developing and analyzing legislative and regulatory policies, interpreting federal and state requirements, and ensuring organizational compliance.\r\n Extensive experience managing federal awards and grants, including oversight of funding conditions, grant compliance, performance monitoring, reporting requirements, and fiscal stewardship.\r\n Proven ability to develop, implement, and oversee standard operating procedures (SOPs), policies, and internal controls to ensure operational excellence, regulatory compliance, and adherence to grant terms and conditions.\r\n Skilled in stakeholder engagement, cross-sector collaboration, strategic planning, and translating policy into effective programs and services that strengthen behavioral health systems and improve outcomes for older adult populations.\r\n\r\n\r\n
