Job description

The Program Manager serves as the senior on-site leader responsible for contract performance, customer engagement, workforce management, operational excellence, and successful delivery of all contract requirements.
This position requires a strong blend of technical, operational, financial, and leadership expertise. The successful candidate will serve as the primary interface with Government stakeholders and will oversee a multidisciplinary team supporting enterprise IT infrastructure, cybersecurity, network operations, systems administration, customer support, communications security, and cloud-based technologies.
Key Responsibilities • Serve as the primary point of contact between the Government and contractor leadership. • Provide overall leadership, direction, and management of contract operations. • Manage day-to-day program execution, staffing, performance, schedules, and deliverables. • Ensure compliance with contract requirements, service level agreements, and performance metrics. • Oversee program budgets, resource allocation, and financial performance. • Lead workforce planning, recruitment, retention, and personnel development activities. • Coordinate with Government stakeholders to identify priorities, risks, and operational requirements. • Develop and maintain project schedules, status reports, quality control measures, and program documentation. • Monitor contract performance and implement corrective actions as necessary. • Support transition, continuity of operations, and process improvement initiatives. • Manage subcontractor performance and ensure effective integration across all contract activities. • Identify and mitigate program risks while maintaining mission continuity. • Ensure compliance with applicable DoD, Army, cybersecurity, and information assurance requirements. • Lead regular program reviews, customer meetings, and executive briefings. Required Qualifications • Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Engineering, Mathematics, Science, or Business. • Minimum of ten (10) years of progressively responsible experience managing complex information technology, engineering, or technical services programs. • Demonstrated experience managing contracts or projects of similar scope, complexity, and financial value. • Proven leadership experience supporting at least two programs valued at $7 million or greater. • Experience supervising project managers, technical leads, engineers, IT specialists, support personnel, and administrative staff. • 2 years experience of demonstrated knowledge of Department of Defense contracting processes and contract administration. • Experience managing program performance metrics, staffing plans, schedules, budgets, and customer relationships. • U.S. Citizenship required with ability to obtain a Top Secret clearance.
