Job description

Barbaricum is seeking an experienced Agile Program Manager to serve as a key leader within a project team supporting the Combined Product Environment for Simulation and Training (CPE ST3), which develops, acquires, and maintains advanced simulation, training, and testing technologies for the U.S. Army. In this role, you will drive the adoption and execution of Agile methodologies to ensure timely, high-quality delivery of simulation and training capabilities that directly enhance soldier readiness and battlefield effectiveness.

You will lead cross-functional teams through complex, fast-paced development cycles - facilitating Agile ceremonies, removing impediments, mentoring team members on Agile best practices, and ensuring that warfighter feedback is rapidly incorporated into iterative delivery. This is a hands-on leadership role that requires both deep Agile expertise and the ability to operate effectively within a Government acquisition environment.

Responsibilities

  • Lead the planning, execution, and delivery of Agile projects from inception through completion, ensuring alignment with Government objectives and stakeholder priorities
  • Facilitate all Agile ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives
  • Coach and mentor cross-functional team members in Scrum, Kanban, and Lean methodologies, fostering a culture of continuous improvement
  • Manage multiple stakeholder relationships across Government and contractor teams, translating mission requirements into actionable backlogs and delivery plans
  • Drive Agile transformation efforts at scale, adapting frameworks to meet the unique demands of DoD simulation and training programs
  • Monitor program health through Agile metrics and reporting, proactively identifying risks and implementing corrective actions
  • Ensure rapid iteration and feedback loops are maintained to accelerate technology delivery to the warfighter

Qualifications

  • Active Top Secret clearance
  • Minimum of 5 years of experience in Agile project management
  • Proven experience leading at least 3 Agile projects from inception to completion
  • Demonstrated success managing cross-functional teams and coordinating across multiple stakeholders in complex program environments
  • Track record of delivering projects that required rapid iteration and feedback loops, such as software development, systems integration, or product management
  • Experience implementing Agile practices at scale, including organizational Agile transformations
  • Strong facilitation, coaching, and conflict resolution skills

Preferred Qualifications

  • Prior Agile experience supporting CPE ST3 or related Army simulation, training, and testing programs under PEO STRI
  • Familiarity with DoD acquisition processes, particularly as they intersect with Agile delivery frameworks
  • Certified Scrum Master (CSM), SAFe Agilist (SA), or PMI Agile Certified Practitioner (PMI-ACP)
  • Experience with Army modernization priorities and warfighter-driven development cycles
  • Background working within or alongside Program Executive Offices or similar Army acquisition organization
