Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. Programs serve a range of functions from Children to Elders. Our Mission is: To Enhance the quality of life for all Native People.
Position Summary:
The GLITC Tribal Institutional Review Board (IRB) Program Coordinator is responsible for the establishment process, administration, coordination, and oversight of the GLITC Tribal IRB Project as it relates to research involving Tribal citizens, Tribal communities, Tribal lands, Tribal programs, services, data, cultural knowledge, or other Tribal resources. The GLITC IRB Program Coordinator serves as a primary resource for GLITC Board leadership and participating Tribal governments, GLITC Administration, IRB members, researchers, Tribal programs, and community stakeholders regarding ethical and regulatory requirements for research involving human participants and Tribal communities.
Principal Duties and Responsibilities :
- Manage the day-to-day operations and administrative functions of the Tribal IRB. Working closely with the GLITC Tribal IRB Program Assistant to ensure all functions and duties are completed in a timely manner to maintain program progress. This will include oversight of equipment & supply purchases, coordination of travel and training for relevant Tribal representatives and IRB members, timely reporting and correspondence with NIH and GLITC as requested. Maintain reports and documentation to demonstrate program and/or grant compliance.
- Work closely with GLITC Administration and GLITC Board of Directors to gain input, guidance, and approvals from each participating Tribal government to prepare applications, forms, policies & procedures, and any other documents needed to attain active IRB status through the U.S. HHS Department. Tribal consultation, guidance, high-level communication, technical assistance as requested, and Tribal approvals will be mandatory, ongoing and vital aspects of this position.
- Once established, coordinate the submission, administrative review (exempt, expedited, and full-board reviews), and processing of research applications, amendments, continuing reviews, reportable events, and study closures, all in accordance with applicable Tribal laws, codes, resolutions, policies, and research review requirements. Frequent communication between potential researchers, Tribal governments, and GLITC Tribal IRB members (with support from the GLITC Tribal IRB Program Assistant) to ensure progress is required.
- Ensure that required training for IRB members and staff is scheduled and completed.
- Prepare IRB meeting agendas, review materials, correspondence, minutes, determinations, and regulatory documentation. Coordinate and support IRB meetings, including documentation of discussions, decisions, conditions of approval, and required follow-up.
- Maintain accurate, secure, and confidential records of all Tribal IRB activities and research submissions, ensure that records are maintained in accordance with Tribal and Federal policies, applicable regulations, and established retention requirements.
- Ensure necessary evaluation components are developed and maintained, such as assessments, feedback, and other developed data collection points. Present evaluation findings to the GLITC Board of Directors and participating Tribes to guide continuous program improvement.
Additional Duties and Responsibilities:
• Ensure that all services are delivered with in a culturally appropriate manner.
• Participate in various committees both within and external to the organization as deemed necessary and appropriate to the position.
• Attend technical conferences, seminars, workshops and other educational events to remain current on technological and informational advances.
• Perform other duties as necessary to fulfill the responsibilities of this position.
Working Relationships and Scope:
Reports directly to the Program Director. Regular contact with program assistants, GLITC Tribal IRB members, department staff, other GLITC programs employees, Tribal governments and staff for the purpose of obtaining and providing information. Regular contact with community members, tribal representatives, funding source staff, allied organizations, consortia, vendors, and suppliers.
Supports the mission of Great Lakes Inter-Tribal Council, Inc. Demonstrates understanding and respect of tribal customs, traditions, values, and beliefs. Qualities such as accuracy, timeliness, honesty, integrity and thoroughness; quality and timely communications with others internal and external to the organization; maintain and comply with all GLITC policies and procedures; regular and on-time daily attendance; maintain confidential business and Tribal information; stay current in field and utilize that information where practical. Demonstrate a friendly and helpful approach to internal and external customers; professional demeanor and appearance; and commitment to the successful execution of the job.
Knowledge, Skills, and Abilities:
An equivalent combination of experience and education that would provide the required knowledge and abilities will be considered . Required: Bachelor's degree or higher in public health, health sciences, social sciences, research administration, healthcare administration, regulatory affairs, or a related field. 6-10 years of experience working directly with a Tribal community, Tribal IRB or health organization, Tribal research program, IRB administration, research compliance, human subjects research, research administration or relevant related field; Daily attendance is required. Knowledge of ethical principles and regulatory requirements governing research involving human participants; knowledge of Tribal sovereignty and the unique considerations involved in research with Tribal Nations and Indigenous communities.
This is a full-time exempt opportunity, working Monday through Friday, 40 hours per week. This is not a remote position. The work location can be in one of the following offices: Headquarters office, Lac du Flambeau, WI; Ashland, WI; Black River Falls, WI; Green Bay, WI; Madison, WI; Minneapolis, MN. If you are housed in an office other than Lac du Flambeau, the expectation is that you will travel to Lac du Flambeau once per month, with the number of days traveled to be negotiated with your manager. The salary range for this position is $62,000 - $65,000 yearly based on skillset and experience, with benefits including: Annual/Personal Leave and Holiday Pay; Health, Dental, Life & AD&D, STD and LTD Insurance, FSA and 401(k) Retirement Plan.
