Schedule: Monday-Friday, 8:00 AM-4:30 PM
Hours: 37.5 hours/week
Position Overview
Client is seeking a Public Health Program Director 1 (PHPD1) to provide strategic leadership and oversight for the expansion of a maternal and infant health initiative, including the Welcome Home Kit project and the acquisition and implementation of call center and case management systems.
The program is funded through the Centers for Medicaid and Medicare Services (CMS) Rural Health Transformation (RHT) Program and focuses on improving access to care and maternal and infant health outcomes in rural counties designated as maternity care deserts.
The selected candidate will provide program leadership, oversee grant-funded contracts and activities, support community-based partners, and serve as a key liaison between internal technical teams and software vendors. This position will report to the Deputy Director for Child Health.

Key Responsibilities
- Provide leadership and oversight for enhanced care coordination and the Welcome Home Kit project across designated rural counties.
- Manage and monitor grant-funded contracts, including scopes of work, budgets, expenditures, deliverables, and compliance with state and federal requirements.
- Serve as the primary liaison to funded grantees, providing technical assistance, guidance, and ongoing support to ensure successful implementation of program activities.
- Monitor program performance using shared measurement approaches, including process and outcome data, quarterly reports, and evaluation activities.
- Collaborate with epidemiologists and program staff to design and implement program evaluation activities.
- Work closely with Clinical Application Coordinators on the procurement and development of new software platforms, including call center and case management systems.
- Support the development of sustainability plans, including identifying funding opportunities and strategies to maintain program impact beyond the grant period.
- Conduct site visits and facilitate meetings with community partners and stakeholders.
- Represent the program in regional and statewide stakeholder meetings and engagements.
- Collaborate with internal programs and external partners to align initiatives and advance maternal, fetal, and infant health priorities.
- Support community-based organizations and partners in implementing program objectives and achieving measurable outcomes.
Minimum Qualifications
- Bachelor's degree inPublic Health or a related field from an accredited college or university.
- 5+ years of progressively responsible professional experience in health program work or equivalent experience.
- Experience with program or grant management, including contract oversight, budgeting, and reporting.
- Demonstrated experience leading or supporting multi-partner initiatives, community collaboratives, or public health programs.
- Strong understanding of public health data and experience applying data to program planning, monitoring, and evaluation.
- Strong organizational, project management, analytical, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to effectively engage with diverse stakeholders, including community organizations, healthcare partners, and individuals with lived experience.
- Ability to provide training, technical assistance, and program guidance.
- Ability to travel within assigned regions and statewide as needed.
- Ability to work independently in a remote environment while participating in periodic in-person meetings.
Preferred Qualifications
- Experience providing training and technical assistance to community or program partners.
- Knowledge of maternal, fetal, and infant health programs and initiatives.
- Understanding of rural healthcare systems and challenges associated with healthcare access in rural communities.
- Experience working with software implementation, case management systems, call center platforms, or other health technology solutions.
- Experience working with state or federally funded public health programs.
Work Arrangement & Onsite Requirements
- Remote position with periodic in-person meetings in Davidson County, TN, and assigned rural locations.
- New hires are required to report to the Nashville office on their first day for laptop deployment and onboarding.
- Employees may be required to report to the Nashville office at least once per month or as requested by the hiring manager.
- Travel to the Nashville office will not be reimbursed.
- Periodic travel within Tennessee may be required for site visits, meetings, and stakeholder engagements.
