Our clients span the public and private sectors, and our work - from data strategy and engineering to workforce transformation - improves lives across Indiana and beyond. We're seeking talented professionals who are collaborative, curious, and committed to making a difference.
Why You'll Love Working Here
- Mission-Driven Work - Support the transformation of rural healthcare across Indiana through a landmark $207M federal investment. Your work will directly strengthen health outcomes for Hoosier communities.

What You'll Do
As the Rural Collaboration & Clinical Preceptorship Program Director, you will advance Indiana's strategy to strengthen the rural healthcare workforce by expanding collaboration, communication, and the availability and visibility of clinical preceptorship and training opportunities. Working within the statewide RHTP governance structure, you will oversee the creation of a centralized rural preceptor database to support the identification, recruitment, management, and utilization of preceptors for rural clinical experience, education, or training programs.
You will also lead stipend administration to ensure accurate, compliant, and timely management of stipend payments in accordance with program development. You will serve as a primary operational link between IDOH, rural healthcare providers, training partners, statewide associations, and community organizations, ensuring consistent implementation of statewide workforce strategies and contributing to Indiana's long-term vision for rural health transformation.
Program Administration:
- Establish and maintain standardized processes for stipend administration
- Develop and maintain program documentation and procedures
- Maintain a centralized database of participants and stipend arrangements
- Provide stipends and preceptor database registration for at least 200 rural clinical preceptors in the initial program year and an additional 50 each subsequent year
- Coordinate with legal, compliance, finance, and program leadership as needed
Eligibility and Enrollment:
- Verify eligibility based on program criteria
- Ensure that executed agreements are in place prior to stipend payments
- Track stipend effective dates, renewals, amendments, and expirations
- Develop preceptor database user roles and access permissions
Payment Administration:
- Calculate stipend amounts in accordance with approved agreements
- Coordinate for timely disbursements of stipends
- Monitor compliance with stipend terms, including service requirements
- Resolve payment discrepancies and program inquiries
- Maintain payment schedules and audits
Reporting and Documentation:
- Prepare monthly payment and utilization reports with budget updates
- Maintain complete and accurate records for audit and compliance purposes
- Prepare a yearly comprehensive review report to be presented to the Health Workforce Council
- Establish a process for preceptor database data entry, validation, and updates
- Generate standard and ad hoc reports for availability, utilization, and specialty coverage of the preceptor database
- Provide data and documentation upon request
- Prepare applicable tax reporting forms or data requests
Stakeholder Communication and Support:
- Serve as primary administrative contact for stipend inquiries
- Provide guidance to participants regarding program requirements
- Support outreach efforts to recruit new preceptors
- Coordinate communication with prospective and active preceptors
- Support leadership with program analysis and recommendations
Requirements
- Bachelor's degree in public health, health administration, public policy, workforce development, education, business administration, or related field
- 5+ years of experience in workforce development, grant management, project management, program administration, or related work
- Experience working with healthcare organizations, rural communities, training providers, or public health systems
- Strong understanding of workforce development strategies, credentialing pathways, and training program implementation
- Knowledge of compliance, budgeting, and reporting requirements for state or federal grants
- Ability to manage multiple projects simultaneously with strong attention to detail
- Excellent communication, facilitation, and relationship-building skills
- Knowledge of rural health delivery, care coordination, or health system transformation
Highly Desired:
- Experience with CMS-funded programs, federal grants administration, or large-scale workforce initiatives
- Familiarity with Indiana's rural health landscape, including hospitals, FQHCs, EMS, behavioral health providers, schools/community-based organizations
- Experience collaborating with statewide associations, training institutions, or multi-stakeholder coalitions
