We are seeking an experienced, compassionate, and mission-driven Program Director to lead a residential substance use treatment program serving chronically homeless couples seeking recovery from substance use disorders.

This role provides an opportunity to oversee a unique continuum of care that includes Detoxification Services and ASAM 3.5 Clinically Managed High-Intensity Residential Treatment. The Program Director plays a vital role in creating an environment where individuals can heal, rebuild their lives, and achieve long-term recovery while receiving person-centered, trauma-informed care.

The ideal candidate is a strong leader with clinical expertise, operational experience, and a passion for supporting individuals experiencing homelessness and substance use challenges.


About the Program

This residential substance use treatment program provides detoxification and residential treatment services for chronically homeless couples seeking recovery. Through a recovery-oriented approach, the program helps individuals address substance use disorders, develop healthy coping skills, strengthen relationships, and build a foundation for long-term stability and wellness.

What You'll Do

As a Program Director, you will:

  • Provide administrative and clinical leadership for the residential treatment program.
  • Oversee daily operations to ensure the delivery of high-quality services.
  • Ensure all services reflect person-centered, trauma-informed, and recovery-oriented principles.
  • Supervise, coach, develop, and support program staff.
  • Lead recruitment, hiring, training, performance management, and staff retention efforts.
  • Provide crisis management support and after-hours on-call oversight as required.
  • Ensure employee and clinical charts remain accurate, compliant, and audit-ready.
  • Oversee compliance with state regulations, funder requirements, licensing standards, and organizational policies.
  • Ensure quality service delivery and implementation of evidence-based practices.
  • Monitor treatment planning, service documentation, authorizations, and clinical outcomes.
  • Collaborate with Clinical Directors and Quality Teams to support program excellence.
  • Manage program budgets, expenditures, revenue cycle activities, and financial performance.
  • Ensure the program consistently meets budget and census expectations.
  • Maintain understanding and oversight of fee-for-service funding structures and billing requirements.
  • Monitor claims, documentation, authorizations, and reimbursement processes.
  • Partner with Human Resources, Finance, Clinical Quality, and other departments to support program success.
  • Foster a culture of professionalism, accountability, engagement, and recovery.
  • Promote RHD values throughout all aspects of program operations.

QualificationsRequired
  • Master's Degree in Counseling, Psychology, Social Work, or a related human services field.
  • Minimum of two years of experience in a human services agency, preferably within a substance use treatment setting.
  • Experience supervising staff, direct service delivery, and program planning.
  • Knowledge of substance use treatment regulations and best practices.
  • Working knowledge of ASAM Criteria and Level 3.5 Residential Treatment standards.
  • Experience supporting recovery-oriented and trauma-informed services.
  • Strong leadership, organizational, and communication skills.
  • Ability to effectively engage clients and staff in therapeutic and healthy interactions.
  • Proficiency with electronic health records, Microsoft Office, and related technology.
  • Valid driver's license and acceptable driving record.
  • Required criminal background clearances.
Preferred
  • Experience managing detoxification and residential treatment programs.
  • Experience serving individuals experiencing homelessness.
  • Experience overseeing fee-for-service funding and revenue cycle performance.
  • Clinical licensure or licensure eligibility.
  • Experience managing program budgets and census development.
