Job description

Job Title: Workforce Development Program Manager

TSMC Arizona's first fab began production with leading-edge N4 process technology in the first half of 2025. The second and third fabs, utilizing even more advanced process technology, will start production by 2028-2030. America's leading technology companies will rely on TSMC Arizona for the next generations of chips that will power the digital future.  

The Project Manager oversees various workforce development and organizational programs, ensuring seamless execution, strategic alignment, and cross-functional coordination of key initiatives for TSMC's workforce growth.  

This is a full-time, on-site position at TSMC's Phoenix office located at 5088 W. Innovation Cir., Monday through Friday.  

JOB DUTIES: As below but not limited to:  

Workforce Development Program Management (Apprentices, Intensives, Accelerators)  

  • Stakeholder Management: Orchestrate program initiatives in collaboration with various external strategic partners, government officials, and key internal business stakeholders to ensure alignment on strategic objectives.
  • Program & Project Management:
    • Strategize, design, execute and sustain workforce development programs.
    • Implement workforce development related campaigns, campaigns, and promotional frameworks to support and elevate TSMC workforce development initiatives.
    • Oversee the operational lifecycle of program participants, ensuring seamless coordination of onboarding, program integration, orientation, and addressing ongoing programmatic needs.
  • Budget & Resource Tracking: Ensure program budgets remain in compliance, maintaining meticulous financial and resource records in collaboration with key stakeholders.
  • Supervise workforce development coordinators to ensure program execution qualities.
  • KPI & Performance Tracking: Assess the overall effectiveness and impact of workforce development programs, including participant experiences and internal business assimilation metrics. For Apprenticeships, coordinate and support program mentors, including conducting orientations, tracking milestone activities, and reporting progress to government officials.
  • Generate and present workforce development impact reports that meet the company, external partners and government's requirements and timelines.
  • Outreach & Representation: Represent and promote TSMC's workforce development programs at strategic marketing and networking events, community and educational partnership meetings, and outreach activities.
  • Resource and SOP Development: Develop internal program resources, including training guides, program handbooks, and other operational materials.
  • Standardize program operations procedures and processes and develop control mechanism to ensure program adheres to employment law requirements
  • Confidentiality: Maintain strict confidentiality regarding sensitive information related to program participants, employees, and business relations.
  • Other duties as assigned.

QUALIFICATIONS  

  • Bachelor's degree in Business, Human Resources, Learning & Development, Education, or a related field.
  • 10+ years project and program management experience related to recruitment, training, or human resources
  • Proven records in leading and supervising teams.
  • Proven ability to manage both internal and external stakeholders and cross-functional teams effectively.
  • Self- starter and takes ownership on projects and tasks to see them through completion.
  • Resilient, and willing to learn and adapt to changes that are typical in a start-up environment
  • Complete all assigned tasks with a sense of urgency
  • Must possess basic project management skills. Well-organized with the ability and attention to detail. Able to handle several programs simultaneously.
  • Must possess strong analytical skills and experience in Microsoft Suite products such as word, PPT, excel, etc.
  • Ability to succeed in team-based or independent environments
  • Strong oral and written communication skills
  • Dedicated work ethic with a commitment to meeting deadlines and complete deliverables timely
  • Must maintain reliable transportation and valid insurance for some in-state travel
  • Must be able to pass a background screening successfully
  • Must be able to pass pre-employment background checks

Prefer qualifications:

  • Masters degree in Education, business or HR
  • Prefer candidates with experience managing programs related to government grants, or federal level fundings
  • 10+ years of Program management experience strongly preferred

Physical Requirements:  

  • Primarily an office-based role requiring the ability to sit for extended periods of time while working at a computer.
  • Ability to use a computer, keyboard, mouse, and other standard office equipment for prolonged periods of time.
  • Ability to occasionally stand, walk, reach, bend, and carry light objects.
  • May require occasional travel to company sites or other meetings that involve walking through office, industrial, or construction environments.
