THE POSITION
The Indigent Healthcare Program Manager oversees the administration, coordination, and continuous improvement of the County's Indigent Healthcare Program. This role ensures medically necessary services are authorized appropriately, delivered efficiently, and documented compliantly. The manager is responsible for overseeing and managing contracts with providers and administrative services, managing utilization, ensuring eligibility requirements are met, approving services within program guidelines, monitoring expenditures, and ensuring adherence to local, state, and federal regulations.

Typical Tasks

• Work with Health Services Agency and Chief Executive Office leadership to reinstate and update the Stanislaus County Indigent Health Care Program;
• Ensure that an Indigent Health Care Program delivery model is focused on medical necessity, cost-effective and compliant with mandates;
• Develop and coordinate scope, eligibility and utilization for Indigent Health Care Program;
• Review and monitor utilization trends and in conjunction with program scope;
• Coordinate and oversee provider and administrative services contracts;
• Manage the day-to-day operations of the Indigent Healthcare Program;
• Develop and maintain program standards, workflows, and policies for processing medical referrals, claims, and treatment authorizations;
• Collaborate with physicians, hospitals, clinics, and contracted providers regarding treatment plans, utilization levels, and documentation requirements;
• Oversee program budget activities, monitor expenditures, and ensure compliance with funding limitations;
• Prepare statistical and financial reports, analyze trends, and recommend program improvements;
• Ensure compliance with HIPAA, state indigent care requirements, and other applicable regulations;
• Train, supervise, and evaluate assigned staff; provide coaching and guidance to ensure service quality and regulatory compliance;
• Act as a subject-matter resource for internal departments, leadership, and external partners regarding indigent health services;
• Respond to escalated client issues, appeals, or provider concerns in a timely and professional manner; and
• Participate in audits, quality assurance reviews, and performance evaluations of contracted providers.

EDUCATION/EXPERIENCE
PATTERN I

• Graduation from an accredited four-year college or university with a degree in Public Health, Healthcare Administration, Nursing, Social Services, Public Administration, or a closely related field; and
• Two (2) years of management level experience in/with Medi-Cal fee for service, with a Medi-Cal Managed Care Plan or other medical health care insurance provider.

*Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.

• Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.

CLASSIFICATION INFORMATION
Unless otherwise provided, this position is part of the Unclassified Service of the County and considered "at will" for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

Note: The eligible list generated from this recruitment may be used to fill future extra-help, part-time and full-time vacancies throughout Stanislaus County.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).
