Position Description
The Senior Manager, Program Delivery and Impact is responsible for turning refereeing strategy into delivered programs and services used across the national system. The role focuses on shaping, planning, and delivering initiatives, so they are practical, aligned, and work in real environments.
The role operates across key delivery areas including Education & Development, Technology & Platforms, Operations and Communications, working with functional leads to ensure programs are delivered consistently and effectively across the system. This is a delivery-focused role, responsible for leading program delivery end-to-end and supporting delivery across related workstreams. The role ensures programs are clearly defined, aligned to real needs, and implemented in a way that drives consistent impact and adoption across the refereeing ecosystem.
The role works directly with the Vice President of Refereeing and senior leadership to translate priorities into clear, executable plans. It provides recommendations on delivery, rollout, and alignment, with final decisions sitting at leadership level.
The role connects national design with regional and local delivery, ensuring programs are practical, aligned, and adopted across the system. Working across refereeing, technology, and external partners, it coordinates delivery to ensure alignment, sequencing, and effective implementation.
The role partners closely with Technology & Platforms and Operations but does not build technology or run operations.
Success in this role is measured by clear alignment between strategy and delivery, effective rollout of programs and services, and consistent adoption and impact across the refereeing ecosystem.
Primary Responsibilities
  • Lead delivery of priority refereeing programs from concept through rollout and adoption.
  • Define clear problems, outcomes, and practical solutions aligned to refereeing priorities.
  • Develop structured delivery plans, including sequencing, stakeholder engagement, communications, and training.
  • Translate strategy into executable programs that can be implemented consistently across the system.
  • Work directly with the Vice President of Refereeing to translate strategic priorities into clear delivery plans and initiatives.
  • Identify and engage key stakeholders across refereeing, including State Referee Committees, leagues, assignors, coaches, and members.
  • Build alignment across stakeholders to ensure programs reflect real needs and can be delivered effectively.
  • Partner with MarComms to shape and execute communication strategies that drive rollout, adoption, and sustained engagement.
  • Ensure messaging, timing, and channels are aligned to delivery plans and reach the right audiences across the refereeing ecosystem.
  • Partner with the Director of Education to support rollout and adoption of referee education initiatives.
  • Ensure education programs are aligned to delivery plans and applied consistently across the system.
  • Partner with the Senior Manager, Refereeing Technology & Platforms on product and platform initiatives, including Ref360, ensuring alignment between development and delivery.
  • Work with the Senior Manager, Operations to coordinate delivery requirements and align rollout with operational capacity and timelines.
  • Develop and lead rollout plans, including stakeholder alignment, communication sequencing, and launch coordination.
  • Track adoption and usage, identify gaps, and take action to improve uptake and long-term impact.

Requirements
Minimum Qualifications
  • Bachelor's degree or equivalent professional experience.
  • 5-7 years experience delivering programs, products, or initiatives into real-world environments.
  • Proven ability to manage delivery across multiple stakeholders and workstreams.
  • Strong operational skills, including planning, prioritization, and execution.
  • Ability to influence stakeholders and build alignment across diverse groups.
  • Strong communication and organizational skills.
  • Ability to move between planning and hands-on execution.
  • Comfortable working in evolving environments and taking ownership of outcomes.
  • General knowledge of soccer.
  • Capable of working in fast-paced and demanding environments.
  • Must be able to connect "micro" details to the "macro" vision and mission.
  • Proficient experience with Microsoft Suite (Word, PowerPoint, Excel, and Outlook).
