Job description

Reporting directly to Program Finance Manager, the Program Analyst II provides program control support services in the area of program finance and analysis, annual and multi-year fiscal planning and development of work plans.


  • Provides financial support in the areas of program control; works closely with Program Management and other functional departments to track budget, monitor cost, prepare project financials, explain variances and provide forecasts
  • Performs research tasks to obtain various types of data which is analyzed to derive relationships involving all functions of Program Finance; budge analysis, system, schedules, and cost variations including Earned Value Management (EVM 
  • Provides program support interpretation, assessment, and analysis of planning documents and directives received from higher echelon to determine effect on Program Management Office (PMO) objectives and plans 
  • Serves as a cost analyst participating in the planning, coordinating, and conducting of program operations research studies of specific material/support systems
  • Assesses, along with the Program Manager, the impact of the various major components of hardware on costs and related support systems (i.e., maintenance, logistics, TOE, etc.)
  • Monitors cost, schedule, technical, and operational aspects of projects for which responsible
  • Performs other duties as assigned

Education:            

  • Bachelor’s Degree in Business, Management, Engineering or Science required
  • Master’s degree preferred

Experience:         

  • Six years’ experience required for a Bachelors level; 4 years required for a Masters Level
  • Eight years’ experience in defense program analysis required; Ten years’ experience preferred 
  • Requires clear and concise communication, both written and verbal
  • Past Deltek/Costpoint Program Finance, Budget Analysis experience required
  • MS Office with excellent Excel knowledge/skills preferred
  • Earned Value Management (EVMS) and Deltek Cobra experience a plus
  • Must be able to obtain/maintain a DoD Security Clearance if/when required
