Job description

One Federal Solution (OFS) is seeking a highly analytical and detail-oriented Earned Value (EVMS) Analyst to support the U.S. Coast Guard Offshore Patrol Cutter (OPC) Program Resident Office (PRO). This role will provide Integrated Master Schedule (IMS), Earned Value Management (EVM), and EVMS surveillance support in a fast-paced shipbuilding acquisition environment.

Earned Value (EVMS) Analyst Key Responsibilities/Tasks and Duties
  • Provide Integrated Master Schedule (IMS), Earned Value Management (EVM), and EVMS surveillance support for OPC shipbuilding activities
  • Conduct detailed analysis of shipbuilder schedules, including mini-networks, milestones, deliverables, and critical paths to assess production progress and performance
  • Analyze cost, schedule, and performance data to identify risks, variances, and impacts to overall program objectives
  • Support EVMS surveillance activities including baseline analysis, estimate-at-completion reviews, production surveillance, and compliance assessments
  • Monitor and evaluate contractor performance using earned value metrics and performance indicators
  • Maintain and analyze integrated schedules using tools such as Microsoft Project, Primavera, SharePoint, and Power BI
  • Support development of reports, assessments, corrective action recommendations, and executive-level briefings for Government leadership
  • Perform risk analysis, engineering change assessments, and production impact evaluations
  • Support Contract Data Requirements List (CDRL) reviews, financial tracking, work breakdown structures (WBS), work packages, and budget estimates
  • Track performance trends, isolate disruptive factors, and assist in forecasting final contract cost and schedule outcomes
  • Participate in shipyard surveillance activities and provide direct support to Government personnel in monitoring production execution
  • Collaborate with program stakeholders, auditors, and technical teams to ensure compliance with EVMS standards and acquisition requirements
Earned Value (EVMS) Analyst Qualifications/Requirements
  • Minimum of five (5) years of experience supporting project controls, scheduling, cost analysis, or shipbuilding operations
  • Bachelor's degree in engineering, business, or a related technical field required, Substitution: Additional relevant experience or EVM certification (e.g., EVMP or equivalent) may be considered in lieu of degree requirements
  • Demonstrated experience with Integrated Master Scheduling (IMS), Earned Value Management (EVM), and EVMS processes
  • Proficiency in scheduling tools such as Microsoft Project and Primavera
  • Strong analytical skills with experience in cost analysis, forecasting, performance tracking, and reporting
  • Knowledge of economic, statistical, accounting, and financial analysis principles used to assess cost and schedule performance
  • Experience analyzing contractor data, auditing reports, and evaluating performance trends
  • Familiarity with DCMA standards and ANSI/EIA-748 guidelines for EVMS
  • Understanding of acquisition processes, contract performance tracking, and program management principles
  • Ability to develop reports, briefings, and recommendations for leadership
  • Strong communication and coordination skills in a fast-paced, high-visibility environment
  • Active Secret clearance strongly preferred
