Liberty Dental Plan is seeking a highly organized and analytical Quality Program Administrator to support critical Medicaid and Medicare quality programs while helping ensure operational excellence across the organization.

About the Role

The Quality Program Administrator serves as a subject matter expert for quality programs and provides program and project management support to the Quality and Utilization Management Department. This position plays a key role in supporting Medicaid and Medicare compliance initiatives, coordinating cross-functional quality improvement efforts, monitoring program performance, and ensuring regulatory requirements are effectively implemented and maintained.

What You'll DoQuality Program Management & Compliance
  • Develop expertise in government contractual and regulatory requirements related to Medicaid and Medicare programs.

  • Research, interpret, and operationalize new and updated regulatory requirements to ensure compliance.

  • Support program governance efforts and ensure timely implementation of quality initiatives.

  • Coordinate contract readiness activities and support responses to internal and external audits.

Project Management & Continuous Improvement
  • Lead and facilitate projects that monitor and evaluate quality program performance.

  • Develop comprehensive work plans, including timelines, milestones, deliverables, and accountability measures.

  • Collaborate across Compliance, Operations, Clinical, and Provider Relations teams to achieve quality objectives.

  • Track performance metrics through dashboards and reporting tools.

  • Identify and implement process improvement opportunities that enhance program effectiveness and efficiency.

Data Analysis & Reporting
  • Conduct quantitative and qualitative analyses of quality program data.

  • Evaluate trends, performance outcomes, and improvement opportunities.

  • Prepare and submit required quality reports, evaluations, work plans, and regulatory deliverables.

  • Present findings and recommendations to stakeholders and leadership.

Quality Oversight & Accreditation Support
  • Monitor quality standards, accreditation requirements, and operational compliance activities.

  • Support performance improvement initiatives and corrective action planning.

  • Participate in vendor and delegated entity oversight activities.

  • Help ensure compliance with applicable quality, regulatory, and accreditation standards.

Information Security & Professional Responsibilities
  • Protect and safeguard Protected Health Information (PHI) in accordance with company policies and procedures.

  • Maintain a safe, productive, and professional work environment.

  • Perform additional duties as assigned in support of departmental and organizational goals.

What You'll BringRequired Qualifications
  • Bachelor's degree in Healthcare Administration or a related field, or equivalent combination of education and experience preferred.

  • 2 to 5 years of project management experience.

  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced, deadline-driven environment.

  • Excellent analytical, reporting, and problem-solving capabilities.

  • Outstanding written, verbal, and interpersonal communication skills.

Preferred Qualifications
  • Experience in Dental Managed Care, Healthcare Quality, Medicaid, Medicare, or Program Management.

  • Knowledge of government program operations, contractual obligations, and regulatory requirements.

  • Familiarity with CMS, NCQA, URAC, or similar compliance and accreditation standards.

  • Experience facilitating cross-functional meetings, training programs, or quality improvement initiatives.

  • Ability to analyze large data sets, identify trends, and communicate actionable insights.

  • Bilingual communication skills are a plus.

Technical Skills
  • Advanced proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Access.

  • Experience with reporting and data visualization tools such as Power BI is preferred.

Compensation

In the spirit of pay transparency, the base salary range for this position is $73,000 - $80,000, not including fringe benefits or potential bonuses. At Liberty, your final base salary will be determined by factors such as geographic location, skills, education, and experience. We are committed to pay equity and also consider the internal equity of our current team members when making final compensation decisions.

Please note that the range listed represents the full base salary range for this role. Typically, offers are not made at the top of the range to allow for future salary growth.
