This is professional work at the lead worker level serving as a Building Plans Reviewer, reviewing engineering drawings, construction plans, and specifications to ensure compliance with applicable building codes, safety standards, and regulations. The Plan Reviewer will collaborate with architects, contractors, and engineers. The work requires a deep understanding of civil, structural, and mechanical engineering principles, as well as relevant laws and ordinances.

A seasoned understanding and application of the theories, principles, and practices of engineering usually gained through degree granting schools, or equivalent experience, supplemented by substantial work experience, is required. Contacts with others require skills in understanding and influencing others which are important in coordinating with outside parties, resolving issues and complaints. May plan, organize, assign, and review the work of subordinate level employees.

The work is covered by clearly defined policies and principles involving a variety of differing situations requiring initiative and independent judgment in implementing all directives from higher authority. Work is performed in an office environment with travel being primarily local during the business day. Physical demands are minimal.

Operates a motor vehicle and standard office equipment. The work is performed under administrative direction subject to operating plans, objectives, functional policies, and precedents and is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in meeting requirements or expected results. Examples of Work Plan Review and Code Compliance: Reviews construction documents to include, but not limited to, architectural, structural, plumbing, mechanical, electrical drawings product approval, and energy forms/calculations for residential, commercial, and industrial projects.

Ensures compliance with local, state, and federal construction regulations (e.g., Florida Building Code, National Electrical Code, Florida State Statutes, Fair Housing Act, City of Jacksonville Ordinance, etc.). Verifies that building plans meet life safety, energy efficiency, and accessibility requirements (e.g., ADA compliance). Reviews structural drawings, foundation designs, HVAC systems, and electrical designs for conformance with safety and performance standards

Reviews mechanical, electrical, and plumbing (MEP) systems for compliance with relevant codes and design standards. Ensures that fire protection systems, egress designs, and life safety systems comply with applicable building codes. Identifies deficiencies in design and non-compliance with accessibility, building, electrical, mechanical and plumbing codes.

Provide plan review comments for corrections. Monitors and ensures building permits on the team dashboard are reviewed by targeted deadlines. Approves or denies building permits in the JaxEpics permit system, based on the results of a plan review.

Conducts follow-up reviews, after revisions have been made to ensure compliance. Permit Documentation and Communication: Attends pre-application meetings to clarify code requirements and the plan review process. Communicates with architects, engineers, contractors, agencies, divisions, and departments to resolve design and code-related issues.

Generates comments with ordinance, Florida statute and code references for non-compliant permit packages. Transmit the comments to architects, engineers, and contractors, so that deficiencies may be addressed. Conducts follow-up reviews after corrections have been made to ensure compliance.

Maintains the plan review log, which includes records of reviewed plans, approvals, revisions, and communications. Technical and Professional Development: Maintains up-to-date knowledge of changes in the Florida Building Code, National Electrical Code, zoning laws, and industry standards. Attends training sessions and seminars to stay current with the Florida Building Code updates, zoning law changes, and new technology in construction.

Provides guidance, mentoring or training to coworkers and colleagues in the plan review process. Demonstrates proficiency in the City of Jacksonville's competencies. Performs related duties as required.

Knowledge, Skills and Abilities Knowledge of the theories, principles, and practices of Architecture and Engineering. Knowledge of city ordinances, rules and regulations, applicable building codes and design standards. Knowledge of City, County, maps, streets, sections and zoning overlays Ability to comprehend and apply engineering, scientific and technical principles, and methods to plan, formulate and carry out programs and policies.

Ability to perform mathematical and engineering calculations. Ability to read, understand, interpret, and apply laws, rules, regulations, ordinances, and technical manuals. Ability to work with the public, internal and external stakeholders, government officials and regulatory agencies to maintain effective working relationships.

Ability to effectively communicate both verbally and in writing. Ability to make presentations. Ability to operate a computer utilizing word processing, spreadsheet, and database applications Ability to operate a motor vehicle.

Open Requirements/Supplemental Information Registration as a Professional Engineer. LICENSING/CERTIFICATION/REGISTRATION: Must be a Registered Professional Engineer in the State of Florida or, if registered as a Professional Engineer in another state, must secure Florida registration within one (1) year of appointment. A valid driver's license is required prior to appointment and must be maintained during employment in this class.

Must quality for prior to appointment, obtain and maintain during employment, a City of Jacksonville Public Driver Certification. OTHER REQUIREMENTS: The probationary period for this class is six (6) months. A FULLY COMPLETED ONLINE APPLICATION IS REQUIRED.
