About the Role:

This position is being recruited in anticipation of a contract award. The Program Manager provides overall leadership, management, and technical oversight for the Department of War Education (DoWEA) Education Platform modernization initiative, serving as the primary interface with Government leadership while ensuring successful delivery of enterprise education technology solutions.

Location:
  • Washington, DC Metropolitan Area (Hybrid)
  • Candidates must reside in the District of Columbia, Maryland, or Virginia. This position follows a hybrid work schedule and requires onsite support at a Government-designated location in the Washington, DC metropolitan area.
Clearance Requirements:
  • U.S. citizenship is required.
  • Applicants selected for this position must be able to obtain and maintain a Public Trust clearance.
  • Employment is contingent upon the successful completion of a Government background investigation and all applicable security requirements.
Salary Range:
  • The anticipated salary range for this position is $80,000โ€“$170,000 annually.
  • Final compensation has not yet been determined and will be based on factors including contract award, position requirements, the candidate's qualifications, experience, education, certifications, and geographic location.
Responsibilities:
  • Provide overall program leadership, contract management, and customer engagement for all activities supporting the DoWEA Education Platform modernization initiative.
  • Serve as the primary interface between the contractor team and Government leadership.
  • Lead multidisciplinary teams supporting cloud infrastructure, enterprise applications, data integration, analytics, cybersecurity, software development, and operations.
  • Manage project planning, staffing, scheduling, budgeting, risk management, quality assurance, and contract performance.
  • Ensure compliance with applicable Federal and DoWEA policies, including cybersecurity, privacy, accessibility (Section 508), and enterprise architecture requirements.
  • Prepare and present executive-level briefings, status reports, performance metrics, and strategic recommendations.
  • Promote continuous process improvement through Agile methodologies, DevSecOps practices, and industry best practices.
  • Monitor program risks and implement mitigation strategies to ensure successful project delivery.
  • Foster collaboration across stakeholders, technical teams, and Government organizations to achieve mission objectives.
Minimum Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related discipline.
  • Minimum of 15 years of experience managing large-scale Federal IT programs.
  • Demonstrated experience leading cloud modernization, application development, cybersecurity, and systems integration initiatives.
  • Demonstrated experience supporting the Department of War Education (DoWEA).
  • Experience managing geographically dispersed technical and program management teams.
  • Excellent leadership, communication, and customer engagement skills.
