POSITION DEFINITION
The Town of East Hartford is seeking a skilled Civil Engineer to join our team. This role involves critical administrative and technical responsibilities, including civil engineering project design, management, and construction inspection.
As a Civil Engineer, you will oversee the planning and execution of public works projects such as drainage systems, roads, and sidewalks, while also supervising Design Engineering Consultants. Your duties will include construction inspections, surveying, reviewing developer site plans, and addressing public concerns.
This position requires strong technical expertise and the ability to make complex engineering decisions. We are looking for someone with substantial knowledge, skill, and experience in civil engineering design and fieldwork to help shape the future of East Hartford's infrastructure.

ESSENTIAL JOB FUNCTIONS
  • Provides essential support for construction project administration personnel.
  • Evaluates subdivision and site plans, easement descriptions, and other proposals to ensure compliance with professional standards and Town regulations. Identifies necessary corrections and collaborates with developers to implement revisions.
  • Offers technical expertise to Town officials, developers, and the public on engineering matters, providing professional assessments and solutions to identified issues.
  • Prepares essential documentation, including subdivision development bonds, storm drain agreements, and bond reductions. Compiles reports, forms, and records detailing completed assignments and staff efforts.
  • Utilizes computer engineering software for roadway design, hydraulics, GIS mapping, pavement management, and other technical applications.
  • Coordinates short- and long-term project activities, ensuring adequate personnel, materials, and equipment are available to meet objectives.
  • Supports Public Works employees in the field, offering technical guidance as needed. Conducts survey work alongside Engineering Technicians.
  • Develops specifications and bid packages, evaluates bids, recommends contractors for selection, drafts change orders, and processes progress payments.
  • Maintains the Town's pavement history and historical database, generating pavement repair and maintenance strategies and budget estimates.
  • Reviews public complaints related to drainage and other infrastructure concerns, analyzing issues and proposing solutions to improve conditions.

KNOWLEDGE, SKILLS AND ABILITIES
  • Extensive knowledge of civil engineering and public works project design principles and best practices.
  • Strong proficiency in computer and engineering software, including AutoCAD, with familiarity in ArcView preferred.
  • Solid understanding of public administration principles and their application within specialized work units.
  • Highly capable of designing complex public works projects in alignment with professional standards and municipal regulations.
  • Exceptional ability to build and maintain productive relationships with colleagues, developers, contractors, government agencies, and the general public.
  • Effective communication skills, both verbal and written, with the ability to coordinate technical and administrative operations efficiently.
  • Proficient in policy and procedure administration, including scheduling, budget management, problem-solving, and report preparation.

JOB QUALIFICATIONS AND LICENSING
A bachelor's degree from a recognized college or university in civil engineering or Civil Engineering Technology plus four years of progressively responsible public works or construction engineering and design experience; Connecticut certification as an Engineer In Training (EIT) required; Connecticut Professional Engineer license desirable.
SPECIAL REQUIREMENTS
Must have a valid Connecticut driver's license.
