Can a product manager be a product owner?

A product manager can also serve as a product owner, especially in Agile environments, where the product owner is responsible for defining and prioritizing the product backlog. While the roles have distinct focuses—product managers handle overall strategy and market research, and product owners focus on day-to-day development and stakeholder communication—many organizations combine these roles or have individuals perform both to streamline decision-making. Success depends on the company's structure, team size, and the individual's skills in product vision, stakeholder management, and Agile practices.

Which is higher, a product owner or a product manager?

A product manager typically holds a higher strategic role, overseeing the overall product vision and roadmap, while a product owner focuses on managing the product backlog and ensuring development aligns with priorities. In many organizations, product managers have broader responsibilities and decision-making authority than product owners.
