Job description

About the Role
NEC is seeking an experienced Senior Procurement & Contracts Advisor to lead strategy-driven, FAR-compliant acquisitions for complex technical initiatives. This role is ideal for a senior federal procurement professional who excels at developing acquisition strategies, crafting high-quality RFQ/RFP documentation, and translating technical engineering requirements into executable procurement packages.
This is not a traditional contract administrator role—it's a strategic advisory position supporting mission-critical procurements in advanced hardware, software, and facility modernization.


What You’ll Do
• Partner with engineering, facility, and executive teams to define and mature technical requirements.
• Develop complete, competitively solicited RFQ packages including SOW/PWS, evaluation criteria, instructions to offerors, and compliant clauses.
• Conduct market research and draft Sources Sought, RFIs, and acquisition planning artifacts.
• Recommend NAICS codes, competition strategies, contract types, and evaluation methodologies.
• Ensure all acquisition documentation is fully aligned with FAR, agency supplements, and company EO procedures.
• Support facility upgrade planning by identifying infrastructure modifications and translating them into procurement-ready requirements.
• Lead coordination sessions and integrate stakeholder feedback to deliver ready-to-issue RFQ packages.


Qualifications
Required Experience
• 7–10 years of federal acquisition experience (DOE, NNSA, DoD, NASA, TVA, or major federal prime contractors).
• Proven ability to develop RFQs, RFPs, evaluation criteria, SOW/PWS, acquisition strategies, and source selection documentation.
• Experience managing or supporting procurements involving:
– High-performance computing
– AI/ML systems
– Nuclear or advanced manufacturing equipment
– SCADA/OT, industrial automation, laboratory or cybersecurity systems

Preferred Background
• Experience working for major federal primes: Bechtel, Jacobs, Fluor, Honeywell, KBR, Lockheed Martin, Northrop Grumman, etc.
• Exceptional technical writing skills—able to produce executive-ready acquisition documents.
• Comfortable working with engineers, asking insightful questions, and navigating ambiguous technical environments.
• Ability to clearly explain FAR concepts to technical stakeholders.
