Job Description:
Job Summary
The Procurement Manager will lead sourcing and purchasing efforts within their region and will work closely with internal stakeholders to manage the procurement process and strategy within their assigned region and businesses. Responsibilities include a combined individual contribution and team leadership in developing procurement and purchasing resources, finding opportunities through spend analysis, developing sourcing strategies for materials, assets, and services used in the construction industry, creating a Procurement Roadmap, and developing shared goals with the leadership of the region.
Main Responsibilities
• Manage and develop supplier performance, relationships, and agreements for categories, while collaborating with stakeholders to create a competitive advantage for both the assigned region and Colas USA
• Directly manages a team of procurement resources to support procurement and purchasing objectives.
• Teach and cultivate members of the team including peers and other non-direct line reports to improve procurement professionalism and performance
• Manage cross-functional teams using analysis of historical spend data, market research and cost modeling to identify and leverage high value opportunities that deliver innovative and sustainable value, operational efficiencies, and risk mitigation to the business
• Interacts with internal business partners to achieve involvement in procurement and proposal activities
• Coordinate sourcing activities with Corporate Procurement
• Develop procurement roadmaps in support of your companies' objectives and in line with the Colas USA corporate vision
• Develop negotiation strategies for large contracts, work with inside counsel to identify and incorporate appropriate levels of commercial protection, and conduct negotiations to achieve the best possible outcome for both the assigned region and Colas USA
• Utilize spend analysis to leverage company spend locally, nationally and globally to ensure financial benefit to the company
• Provide market and opportunity analysis to stakeholders
• Prepare and negotiate contract terms and conditions for agreements
• Analyze contract documents to determine contractual obligations, and preparing recommendations regarding acceptance or modifications
• Identification, vetting, and selection of new vendors and services
• Establish and maintain professional relationships with suppliers based on the highest ethical business practices.
• Act as the primary liaison to suppliers within your marketplace and use market research and spend analysis tools to analyze supplier performance
• Maintain P2P compliance for all purchases as set out in the Procurement Policy
• Identify and anticipate business needs; develop recommendations and solutions
• Develop, manage, and influence implementation of policies related to supplier commitments
• Collect, analyze, and develop a sourcing plan and conduct sourcing activities while ensuring delivery and quality requirements are satisfied
• Help to identify and manage Key Performance Indicators relevant to procurement activities for their assigned region, report out these KPIs to both area leadership and to Colas USA Corporate Procurement
Education
• Bachelor's degree required
• Master's degree or M.B.A preferred
• Minimum 5-7 years of strategic sourcing experience in a large manufacturing environment with exposure to engineering, plant operations, and/or maintenance required
• Sourcing experience in indirect, fleet, construction equipment, manufacturing equipment, or services a plus
• Experience in Coupa or other S2P platforms a plus

• Ability to effectively manage projects across the procurement organization
• Ability to lead a team of cross functional procurement professionals to drive strategic vision and performance
• Balance of strong negotiation and relationship building skills a must
• Experience with spend analysis to develop a sourcing strategy
