POSITION OVERVIEW:

This position has the overall responsibility for the organization’s procurement function including administration, oversight of the procurement policy and contract management across the business, and insurance policies of the Company as well as oversight of procurement personnel. This position works closely with operational areas on procurement issues and actively seeks and implements appropriate risk management strategies with respect to the procurement of goods and services.

ESSENTIAL FUNCTIONS:

  • Responsible for overseeing and mentoring a team of buyers including training and developing Procurement personnel to carry out their duties and responsibilities in accordance with best practices.
  • Aligns strategies, policies, and practices with ENMAX Corporation while ensuring internal customer satisfaction, efficiency and economical pricing for materials, equipment and services.
  • Provide strategic analysis on internal and external data sources, market information, and industry benchmarking on various goods and services to ensure continuity of supply and meet cost reduction requirements.
  • Aligns policies, practices and procedures with industry benchmarks to gain cost savings for Versant Power and to perpetuate consistency and efficiency across the business.
  • Research, identify, and analyze current supplier base and market trends to implement process improvements for contracting and system change initiatives.
  • Provide Expert Subject Matter support for large strategic sourcing initiatives and competitive sourcing events.
  • Support the Business Units and Buyers in addressing and resolving issues associated with supplier performance delivery that fail to meet contractual standards as requested.
  • Drive success in a collaborative team environment and communicate effectively with suppliers, internal customers, peers, and senior management to gain an in depth understanding of their business, strategies, market forces and subsequent procurement requirements.
  • Liaise with Audit, Legal, Finance, Compliance, and other internal stakeholders to improve overall processes and performance.
  • Manages, updates and disseminates the Versant Power procurement policy, processes and strategies ensuring internal customer satisfaction, efficiency and economical pricing for materials, equipment and services.
  • Oversees requests for information, proposals or quotes (RFI, RFP or RFQ) to vendors, and receives quotes, recommends purchase options, and maintains professional relationships with vendors.
  • Maintains a high level of market intelligence through contacts with suppliers, peers and review of trade and other publications while sustaining collaborative and productive relationships with internal and external stakeholders, including key suppliers, management, colleagues and direct reports.
  • Work with Director in preparing, administering and monitoring the annual Procurement O&M and capital budgets and prepares budget variances and forecasts as required.

ADDITIONAL RESPONSIBILITIES:

  • Regularly attends and actively participates in scheduled safety meetings.
  • Other duties as assigned including designated duties associated with service restoration in System Emergencies.

REQUIRED OR PREFERRED EDUCATION, CERTIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor's degree in Business Administration or other Business related programs or 5 of relevant years of experience.
  • Industry related certification such as Certified Professional in Supply Management (CPSM), Certified Purchasing Professional (CPP), Certified Professional Purchasing Manager (CPPM), Certified Green Purchasing Professional (CGPP), Certified Professional in Distribution and Warehousing (CPDW), or Certified Professional Purchasing Consultant (CPPC).
  • Three years' Supervisory experience required.
  • Demonstrated proficiency in working with Microsoft Word, Excel & PowerPoint, and knowledge of purchasing software required.
  • Knowledge of purchasing environment within the electric utility industry is required.
  • Team orientation with a reputation for honesty and integrity.
  • Excellent leadership, problem solving and troubleshooting skills, while looking for ways to enhance situations or align material or processes are required.
  • Ability to handle multiple tasks, projects/initiatives and priorities is required.
  • Job requires travel, flexible work hours and a valid Maine driver's license.

PHYSICAL AND MENTAL JOB REQUIREMENTS:

  • Position is primarily sedentary, with driving required.
  • Position requires the ability to maintain concentration and to work independently.
  • Position requires excellent organizational skills.
  • Position requires work effectively and safely under pressure in stressful situations due to workload, phone, e-mail and multiple deadlines.
  • Position requires excellent oral and written communications skills with vendors and all levels of management and employees.
  • Position requires some traveling within Versant Power's service territory.
  • Position oversees the development, implementation and maintenance of an ESG program at Versant Power.
