Job Description The Finance Director provides strategic leadership, direction, oversight, and administration of the Finance Unit for the Brevard County Sheriff's Office, actively mentoring and coaching team members to foster professional growth and high performance. This position cultivates a supportive culture of inclusiveness, camaraderie, and collaboration, inspiring staff to work together effectively to achieve organizational goals. Additionally, the Finance Director is responsible for managing all accounting operations and ensuring timely, accurate payroll processing for all agency personnel.

This position guides the team through compliant grant administration, detailed budgeting and forecasting, revenue administration, and transparent financial reporting in strict accordance with governmental accounting standards. The Finance Director ensures fiscal integrity, transparency, and compliance with generally accepted accounting principles (GAAP), applicable regulations, and agency policies while supporting the organization's mission and public service objectives. This role works closely with senior leadership, partner agency finance personnel, and external auditors to ensure fiscal accountability while supporting the operational needs of the Sheriff's Office.

Position Duties The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary. Financial Leadership Direct and manage all financial operations including accounting, budgeting, treasury, payroll, accounts payable, accounts receivable, grants management, and financial reporting.

Prepare and present financial reports and recommendations to executive leadership, governing boards, and oversight committees. Ensure compliance with all applicable federal, state, and local financial regulations and reporting requirements. Evaluate and implement financial policies, procedures, and systems to improve operational efficiency.

Provide financial guidance and support to agency leadership and program managers. Budget Development and Administration Develop, implement, and monitor the organization's annual revenue, operating expense, and capital budgets. Coordinate budget submissions and presentations to the county administration, governing bodies, and other applicable oversight entities.

Monitor expenditures and revenues to ensure compliance with approved budget allocations and prepare budget-to-actual reports. Provide financial forecasts and cost analysis for staffing, equipment, technology, and facility needs. Accounting and Financial Reporting Oversee preparation of the annual financial statements and Annual Comprehensive Financial Report (ACFR) or equivalent financial statements.

Prepare financial reports for agency leadership, county officials, and oversight agencies. Maintain internal controls to safeguard public funds and assets. Promote transparency and public accountability through clear financial reporting and communication.

Monitor revenue streams including taxes, fees, grants, and intergovernmental funding. Grants and Funding Management Oversee financial administration of federal, state, and local grants. Ensure compliance with grant reporting, audit requirements, and funding restrictions.

Coordinate with program managers to monitor grant expenditures and reimbursements. Audit and Compliance Coordinate and manage external audits and ensure timely resolution of audit findings. Develop and maintain internal financial controls to safeguard public funds and ensure accountability.

Ensure compliance with governmental accounting standards and county financial policies. Procurement and Asset Management Coordinate major purchases, contracts, and capital equipment acquisitions. Ensure compliance with county procurement policies and competitive bidding requirements.

Oversee financial tracking of fleet, technology, and operational assets. Staff Supervision Lead, coach, and mentor finance unit staff to drive professional growth, leadership skills, and high team performance. Oversee hiring, training, and performance management within the finance unit.

Foster a culture of accountability, accuracy, and professional development. Minimum Qualifications Bachelor's degree in Accounting, Finance, Business Administration, or a related field. Minimum of 5 years of progressively responsible experience in financial management, including supervisory experience.

Experience in government or public sector accounting and financial reporting. Advanced Excel skills to include proficiency using Pivot Tables, VLOOKUP, IFS, and Macros, as well as proficiency using other Microsoft products on a daily basis (Word, PowerPoint, Outlook, Teams). Preferred Qualifications Master's degree in Accounting, Finance, or Business Administration.

Professional certification such as a Certified Public Accountant (CPA) or a Florida Certified Government Finance Officer (FGFO). Detailed knowledge of Tyler Technologies ERP Software. Experience preparing or managing annual Financial Statements and a general understanding of the Annual Comprehensive Financial Report (ACFR).

Additional Information Working Conditions: Work is primarily performed in an office environment. Occasional evening and weekend work may be required to complete assignments and attend Board of County Commission meetings. May require attendance at public meetings, other Sheriff's Office facilities throughout the County, budget workshops, and audit reviews.

Physical and dexterity requirements: Requires sedentary work involving sitting most of the time; with occasional walking or standing; ability to lift and carry light items, typically up to 10-15 pounds; frequent use of hands and fingers for typing, data entry, and operation of standard office equipment. Environmental hazards: No significant exposure to environmental hazards. Sensory requirements: The job requires the ability to read and analyze detailed financial documents and computer screens, and to communicate effectively, through hearing and speaking.
