As a procurement director, it is your job to acquire new goods for your organization. The Illinois Department of Insurance is seeking to hire an Agency Procurement Officer for the Department of Insurance (DOI) acting authoritatively as policy formulating administrator in planning, directing, implementing, and administering all Department-specific procurement functions. This position serves as an expert authority in collaboration with the Director, Assistant Director, and the State Ethics Commission's appointed State Purchasing Officer (SPO) in the planning and development of all aspects of policy for the sourcing of all procurements specific to DOI; serves as official Department spokesperson on behalf of the Director, Assistant Director, and the Department to all internal and external entities including the Governor's Office, the legislature, the Office of Management and Budget, vendors, contractors, public, private and federal officials on Department-specific procurement and contract issues; prepares the annual compliance plan relative to the Business Enterprise Program for Minorities, Females and Persons with Disabilities and Small Business Set Aside Program; evaluates proposals received from vendors and develops cost-reduction strategies ensuring strict compliance; maintains records of the Department's appropriations and funds on contract administration, procurement, contractual and operational agreements; serves as full line supervisor for Procurement, Communications/Records, Receptionist, and Facilities, Security and Property Control staff; organizes, plans and controls the operation of the Department's administratrative programs and policies for Procurement, Communications/Records, Receptionist, and Facilities, Security and Property Control; prepares, examines, and analyzes statements and reports for compliance with requirements of contract administration. Subject to administrative direction of the Assistant Director of the Department of Insurance (DOI), serves as the Agency Procurement Officer acting authoritatively as policy formulating administrator of DOI in planning, directing, implementing, and administering all Department-specific procurement functions (Department-specific is herein defined as procurements by and through the Procurement Code for a Department which are exclusive to that Department's operational needs including both goods and services, such as advertising and printing) which consist of an annual procurable spend portfolio.
Serves as official Department spokesperson on behalf of the Director, Chief Operating Officer and the Department to all internal and external entities including the Governor's Office, the legislature, the Office of Management and Budget, vendors, contractors, public, private and federal officials on Department-specific procurement and contract issues, independently possessing substantial authority to negotiate and bind the Department to contractual agreements and operational agreements for Department-specific contractual procurements.
Conducts various special assignments and/or projects of a sensitive and/or controversial nature involving procurement issues
Serves as full line supervisor for Procurement, Communications, Records, Physical Services and Receptionist staff.
Formulates, organizes, plans and controls the operation of the Department's administrative programs and policies for facilities/security, business services and inventory control.
Prepares, examines, and analyzes statements and reports for compliance with requirements of contract administration.
Interacts with staff of the Auditor General's Office, the Office of the Comptroller, and Departmental staff in responding to requests, coordinating activities, and ensuring compliance with external and internal requirements and guidelines; participates in meetings.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in accounting, auditing, and business administration.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private organization, including responsibility for purchasing, public accounting, business management, or a closely related fiscal field, with demonstrated involvement in auditing and budgetary control functions.
ers at least three (3) years of experience working with the requirements of the Office of the Comptroller, the Auditor General's Office, and State of Illinois general accounting procedures and the ability to apply laws, rules and regulations, Illinois Statutes and accepted Department and accounting policies and procedures.
Prefers at least two (2) years of experience supervising subordinate staff and oversight of multiple functional areas.
Prefers at least two (2) years of working knowledge of the State Procurement Code, BidBuy or other electronic purchasing systems.
Prefers at least two (2) years of experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
Prefers at least two (2) years of experience developing and managing a supportive agency program.
Prefers at least two (2) years of experience analyzing administrative problems and adopting an effective course of action.
Prefers thorough knowledge developing, implementing, and interpreting departmental policies and procedures.
Prefers extensive knowledge of facilities management operations, including fleet and vehicle programs, space planning, maintenance coordination, and lease management.
Requires the ability to pass a background check.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
Per Executive Order 2018-07, engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force is required of the position.
