Job DescriptionOverview

We are seeking a Chief Procurement Manager - Pharmaceutical Manufacturing to join our team in TX, AL, VA, PA, OH, IN, and WI.

Our Pharmaceutical team is growing! The Procurement Director provides owner-side procurement oversight across all packages, including EPC procurement review, vendor qualification, long lead item management, and procurement schedule governance, ensuring alignment with schedule requirements, GMP compliance, and the Client's contracting standards. This is a lead role at an exciting mega campus site for a pharmaceutical client in Alabama/Virginia with the opportunity to direct a career-making program on a greenfield campus. Your role
  • Manage staff co-ordination and workload and directly supervises and mentors the procurement team as a subject matter expert.

  • Work closely with the Firm(s) during the subcontractor & equipment bidding process to clarify bid requirements, address queries, and ensure transparency.

  • Participate in joint bid evaluations and discussions to confirm the accuracy and completeness of submitted bids.

  • Ensure all solutions meet technical requirements and commercial tenders are in accordance with best ethical practices.

  • Perform supplier and subcontractor vetting in accordance with company policy and procedures.

  • Review and validate scopes of work included in bid packages, ensuring they accurately reflect project needs and specifications.

  • Identify long-lead and critical items and help establish procurement timelines.

  • Draft, review, and manage procurement contracts and purchase orders.

  • Monitor supplier performance to ensure contract compliance and quality standards.

  • Verse all commercial and contractual obligations for the EPCM throughout the procurement process of Capital Equipment and other scopes of work as directed by the client, including compliance, performance, and alignment with project scope.

  • Manage the full lifecycle of contracts and project subcontracts, including formation, negotiation, administration, and closeout.

  • Verify vendor performance, mitigate commercial risk, and manage claims, changes, and compliance.

  • Oversee the procurement and contractual administration of major equipment packages, confirming technical, commercial, and delivery requirements are met.

  • Coordinate engineering, Quality Assurance/Quality Control (QA/QC), suppliers, and construction to resolve issues and maintain schedules.

About you
  • Bachelors' degree with five years of business experience in contract and procurement administration or supply chain (Finance, IT, vendor management) or an Associate Degree.

  • 15+ years of experience in contract and procurement administration or supply chain (Finance, IT, vendor management).

  • Quantity Surveyor experience preferred.

  • Without a degree, 20+ years of business experience in contract and procurement administration or supply chain (Finance, IT, vendor management).

  • Proficiency in Microsoft software products, including computer literacy.

  • Member of a professional Procurement or Purchasing organization or related organization(s) a plus.

  • Significant experience and strong problem-solving skills in project & program management.

  • Good understanding and experience with industry best practices for project management capital delivery processes and scheduling. These attributes include an overall basic understanding of contracts and contracting, procurement, project forecasting and development and budget management, change order management, risk management within the Pharma/bio tech industries.

  • Pharmaceutical industry experience; also will consider experience in other heavy process industries such as semiconductor/high tech, chemical, EV battery, and oil and gas.

  • Ability to multitask and prioritize a variety of tasks within a timeframe.

  • Analytical approach to address process flow issues and tasks.

  • Excellent communications skills and comfort with executive level client interface.

  • Demonstrate strong leadership and managerial skills to effectively guide and support team members.
