Job description

Position Title: Lead Process Safety Engineer

Job Summary:

Responsible for managing the site Process Safety Management (PSM) Program. Key responsibilities in the PSM program include the planning and completion of the Process Hazard Analysis (PHAs) for the facility as well as driving closure of site PHA action items and the execution of projects to close gaps identified during the PHA process. Responsible for improving site process safety managements systems. Responsible for ensuring that all AIMS HESQ policies & practices (ISO 9001, 14001, 18001 & RCMS) are followed by all personnel. This includes compliance with all legal and regulatory requirements, (OSHA, EPA, TCEQ regulations and permits) quality systems, and safe work permit practices. Accountable for tracking and reporting site process safety metrics. Facilitates a healthy audit program at the Clear Lake site.

 Essential Duties & Responsibilities:

  • Process Hazard Analysis (PHA) - Fulfill the roles and responsibilities of the PHA Leader position for all site PHA's on existing facilities. Assure schedule compliance for all site PHA's and timely closure of recommendations.
  • Management of Change (MOC) - Own the local Management of Change system. Ensure that the site procedure and process complies with the corporate directive, policy, procedure and guidelines. Audit the site MOC's to verify compliance and to ensure MOC's and MOC Action Items are closed in a timely manner. Manage a team of about 10 auditors (50 audits per year) and ensure patterns are addressed.
  • Safety Critical Safeguards (SCS) -Own the site's Safety Critical Safeguards list. Develop an evergreen system to maintain the accuracy of the Safety Critical Safeguards list and ensure that all of the safeguards listed have the required testing (or review) frequency needed to meet the Risk Reduction Level required by the PHA. This requires working with the CFME (Center for Manufacturing Excellence) and local resources such as maintenance, operations, etc.
  • Process Safety Information - Ensure that Clear Lake Process Safety Information such as; P&ID's, PRD's, Procedures, SCS List, PHA's, MOC, etc. is up to date and complies with corporate, state and federal guidelines.
  • Alarm Management - Ensure that Clear Lake maintains an evergreen alarm management program. Participate with the team to ensure that it remains productive and relevant.
  • Risk Management Plan (RMP) - Monitor 40 CFR 68 for changes that could trigger RMP applicability for Clear Lake. Likewise, monitor local changes or improvement projects that could trigger RMP applicability. Maintain the information required to show compliance with or exemption from the regulation.
  • AIMS Compliance - Responsible and accountable for ensuring that Clear Lake complies with AIMS requirements that specifically relate to process safety. Participate in annual internal audits/assessments and 3'd Party Audits, when required. Ensure that any identified gaps are addressed in a timely manner.
  • PSE Reduction Team - Lead the Clear Lake PSE (process safety event) reduction team. Develop annual goals and through personal leadership, assist the team in achieving those goals. Develop a process of continual improvement.
  • PSE investigation(s) - Lead or participate in investigations that meet local or corporate trigger criteria. Ensure that Actions Items arising from investigations are S.M.A.R.T. (specific, measurable, achievable, realistic, and time-based), address the root cause(s), have realistic closure dates and are closed by those dates. Drive timely CLOSURE of Impact Actions arising from investigations.
  • Drive Process Safety culture within the site (compliance, reporting including near-misses, pro-active approach, positive recognition,…)
  • Lead OSHA PSM compliance, including OSHA VPP (Voluntary Protection Program)
  • Manage process safety resources (ex: recurring and spot contractors) like process safety calculations’ contractors (Pressure Relief Devices calculations, SIL calculations,…) and for specific assessment (Facility Safety Sitting study, Natural Hazard Assessment, Dust Hazard Assessment). Total recurring hours are equivalent to 2-3 full time contractors in average.
  • Matrix manager for process engineers for all process safety topics
  • Audit all site processes related to process safety (car seal, pressure relief devices testing, SCS testing, fire equipment, start-up permits, PSSR,…)

Minimum Qualifications and Education Required:

  • Bachelors of Chemical/Process engineer required.
  • Minimum 7 years of overall experience preferably within a chemical manufacturing environment.
  • Requires frequent visits to conduct inspections and work within the perimeter of industrial chemical manufacturing sites.
  • Ability to wear appropriate Personal Protective Equipment (PPE) as required during onsite and in-field activities in facility processing areas.
