This role leads Process Safety and Process Risk Management across OxyChem manufacturing sites, ensuring the protection of employees, the environment, customers, and surrounding communities. The position oversees the development and execution of OxyChem's PSM, RMP, and Responsible Care programs and serves as a technical expert in process risk, hazard analysis, and mechanical integrity. Working closely with site leadership and HES&S teams, the role ensures regulatory compliance, safe project execution, and effective risk mitigation across plant operations and capital projects.

  • Maintain protection of the environment and the health and safety of our employees, customers, and the communities in which we operate and/or transport our products as our highest priority.
  • Establish, develop, and implement the Process Safety Management, Risk Management Plan and Responsible Care, collectively referred to as "PSM" programs for OxyChem Manufacturing Sites.
  • Manage comprehensive Process Risk capital project reviews from conceptual design through equipment commissioning on projects involving process safety, risk engineering, fire protection systems, hazard management, and critical process related equipment.
  • Function as an OxyChem Process Risk technical expert for the OxyChem Manufacturing Sites in the design, operation, repair, and maintenance of critical process related equipment to assure accordance with applicable codes and standards, regulatory requirements, and suitability for service. Skills and familiarity with:
    • Consequence modeling using tools such as Phast, Safer-Trace, BEAST.
    • Risk analysis using tools such as PHA-Pro for HAZOP and LOPA or equivalent software, Fault/Event-Tree Analysis, & Bow Tie Analysis. Consequence Modelling (Fires, Toxic Releases, Explosions), Quantitative Risk Assessment (QRA) / Building Risk Assessment (BRA), Iso-Risk Curves (Individual and Societal Risk Curves).
  • Assist OxyChem Manufacturing Sites by conducting Process Risk training on subjects such as; process hazard analysis, facility siting, incident investigation, management of change, mechanical integrity, and fixed fire protection inspection, testing, and design.
  • Assist OxyChem Manufacturing Site's Process Risk Engineers by leading in-depth Process Risk studies and assessments including Process Risk facility reviews, PHAs, Facility Siting Studies, Human Factor, Inherently Safer Process Review, Risk Register, Risk Matrix, and critical process related equipment reviews.
  • Working knowledge of strong Mechanical Integrity programs for tanks, vessels, piping, rotating equipment, and instrumentation.
  • Assist OxyChem Manufacturing Sites during property insurance audits and reviews.
  • Participate in HES&S Audits at OxyChem Manufacturing Sites in the area of Process Safety Management to provide management and facilities with an evaluation of facilities' efforts to comply with OxyChem's programs, policies, and procedures. Validate that Process Risk related audit action items have been suitably addressed and ensure that adequate supporting documentation is submitted for closure.
  • Extensive knowledge of Management of Change (MOC) policies and implementation.
  • Oversee OxyChem facility investigations of critical process related equipment, fire, explosion, and process safety related incidents.
  • Assist with keeping OxyChem Corporate PSM procedures up-to-date.
  • Participate and represent OxyChem on Process Risk related issues in external organizations such as Baker Risk Explosion Research Cooperative (ERC), ASME, CCPS, AICHE, CMA, API, and NFPA. Support and contribute to the development of responsible laws, regulations, and standards to safeguard the community, workplace, and environment.
  • Manages the following databases: OxyFire Fire Protection Impairments, High Risk Task Force (HRTF) Metrics, Risk Profile (C/E/D risks).
  • Support other functional personnel within the HES&S Department & support the annual department budget.

Qualifications:

  • Bachelor's degree in Chemical Engineering. Other engineering disciplines will be considered based upon relevant experience.
  • Do you have 10years of plant process, maintenance, or project engineering work to effectively interact with plant management, including Safety, Maintenance, Operations, and Engineering.
  • Requires in depth knowledge of OSHA, RMP, Responsible Care, and other industry standards relating to process safety management.
  • Organized, analytical, and outcome-focused, comfortable managing complex projects.
  • Ability to travel up to 30% required.
  • High proficiency in Microsoft applications (such as Word, Excel, PowerPoint and Outlook)
  • Excellent written and verbal communication skills.
  • Excellent facilitation and interpersonal skills, able to work with both executives and technical teams.
  • Excellent report writing and presentation skills.
  • Physical requirements - Must be able to lift 40 lbs, climb ladders and stairs. Walking, bending, stooping is required. Must be able to wear personal protective equipment including the use of a respirator. Must be able to respond to visual and audible alarms.

Preferred Requirements:

  • Specialized training in National Consensus Standards and experience in fire protection, loss prevention, risk analysis, process safety systems, and critical process related equipment strongly preferred.
  • Experience in hazard analysis (Hazop, Hazid, LOPA), consequence modeling, and risk analysis preferred.
