Job description

Service Delivery Construction Project Manager

CentraCom is seeking a telecom project manager who can work with our internal construction teams and enterprise business customers on new construction projects. The Project manager is responsible to make sure that all enterprise network construction projects are on schedule, and on time, and within scope and budget while acting as the primary point of contact for General Contractors, Partner Carriers, customer project managers, and any subcontractors working on new construction sites. This position will report to the Director of Service Delivery.


Job Summary

The Service Delivery Construction Project Manager is responsible for leading construction projects from conception through to final closeout to the Network Operations Center (NOC) provisioning and installation teams at CentraCom. This role demands a unique combination of traditional heavy construction management skills and specialized knowledge of wireless and wireline network technologies. The ideal candidate can work with our permitting teams, construction field and engineering splicing teams, and any subcontractors and/or third party companies, mitigates site deployment risks, and navigates any local building or construction requirements needed to successfully begin construction to complete a fiber installation project.

Core Responsibilities

Project Planning & Execution

  • Manage all phases of telecom construction infrastructure projects including scheduling all initial site surveys, working on property access including property access agreements where needed, coordinating trenching, boring, and utility coordination where necessary and coordinating all construction activity across our teams working with all external and internal partners on projects (including General Contractors or subcontractors where necessary). May be required to also do on-net building project surveys depending on scope of project.
  • Develop execution plans, detailed master schedules, and material procurement strategies where necessary.
  • Review engineering drawings, specifications, blueprints, and redline prints for constructability provided by our enterprise customers.

Financial & Contract Management

  • Oversee project financials to make sure costs are in line with contracts and company agreements.
  • Assist the Department Director in preparing bid documents, manage contract negotiations, and process project change orders where needed.

Field Operations & Safety

  • Direct and coordinate with the VP of Construction multiple field crews, utility locators, and third-party subcontractors where necessary.
  • Enforce job site safety by maintaining strict compliance with OSHA, company policies, and government regulations while onsite conducting construction and surveys.
  • Working effectively with our permitting team to secure necessary permits, environmental clearances, and right-of-way (ROW) access approvals


Stakeholder Communication & Closeout

  • Serve as the primary liaison for telecom carriers, utility companies, engineers, and municipal authorities on new construction projects
  • Provide weekly progress reports, risk analyses, and forecasting metrics to senior management and Enterprise Sales
  • Compile closeout packages, including as-builts, testing results (fiber characterization/sweep tests), and regulatory certifications.
  • Experience: Minimum 5-7 years of construction project management experience specifically within the telecommunications sector (Wireless or Outside Plant/OSP Wireline preferred).
  • Education: Bachelor's degree in Construction Management, Business, or a related field preferred (equivalent field and job experience heavily considered).
  • Certifications: PMP (Project Management Professional), professional PM training certification, or OSHA 30 certification is desired.
  • Technical Skills: Proficiency with Microsoft Project or ERP software preferred
  • Industry Knowledge: Strong understanding of civil construction standards, fiber optic deployment methods (directional boring, microtrenching), or cell site components.
  • Travel: Ability to travel locally or regionally via company vehicle to monitor various job site environments weekly and as needed where requests for support for service delivery functions are required (moves and relocates, etc.)


Structure Cabling

  • Prefer an individual who has experience and can run standard structured cabling for demarcation extensions if needed for enterprise service orders
  • Additionally, experience working with subcontractors on structured cabling jobs for Telcom projects is strongly desired


RFP and Bid Preparation

  • Assist the Director in responding to Requests for Proposals (RFP) and bid requests from current and potential clients (including education and government)
