Job Description

POSTING DETAILS:   ProSidian Consulting has an opportunity for a Senior Change Management Consultant located in Washington, DC | POSTING TYPE: This Is A Contract W-2 Position

Seeking a Change Management Consultant with Technical Writing experience to support A Federal Agency's Volunteer Recruitment And Selection Group.  Change Management And Technical Management experience required to update standard operating procedures and develop a new procedures manual reflecting revisions in business processes resulting from implementation of electronic Applicant processing and information exchange technology for a Federal Agency's Regional Recruiting Offices.

SCOPE OF WORK TO BE PERFORMED:

1.Conduct an analysis of current materials:

  • Read, in detail, the Volunteer Recruitment And Selection Handbook;
  • Read, in detail, the Guide to Recruitment, Guide to Placement and Staging guidelines that articulate current, New Recruitment Technology System/Process Implementation business processes;
  • Read, in detail, the New Recruitment Technology System/Process Implementation training materials and standard operating procedures (SOPs) that articulate the new post-New Recruitment Technology System/Process Implementation business processes for Recruitment, Placement and Staging.
  • Submit a summary status report delineating pre and post-New Recruitment Technology System/Process Implementation business processes.

2. Develop and submit a Project Plan outlining work-breakdown structure, timeline, minimum standards for addressing standard operating procedures (SOPs), and overarching strategy to complete project deliverables.

3. Conduct up to 10 face-to-face focus group meetings with key stakeholders.

4. Execute the Project Plan:

  • Re-write the standard operating procedures (SOPs) that have changed as a result of the New Recruitment Technology System/Process Implementation business processes;
  • Update training materials that have changed as a result of the New Recruitment Technology System/Process Implementation business processes;
  • Create a new electronic Guide to Volunteer Recruitment And Selection that includes all new practices and procedures for Volunteer Recruitment And Selection operational units (Recruitment, Placement & Staging).  The Change Management Consultant with Technical Writing Contractor shall determine the format of the electronic guide after review of the available agency formats and system capabilities to store and utilize the new guide.

5. Using a combination of HTML, Adobe Creative Suite, Visio and image editing software, update Federal Agency's intranet pages to reflect updated procedural guide.

6. Develop and submit a Draft version of the Guide to VOLUNTEER RECRUITMENT AND SELECTION Outlining The Design And Structure Of The Guide As Well As Instructions On How To Make Updates and changes to Federal Agency's intranet on-line materials.

7. Deliver the Final version of the Guide to Volunteer Recruitment And Selection.

8. Deliver monthly written status reports to the Chief of Operations and as necessary.

9. Conduct weekly oral status reports to the Chief of Operations and as necessary.

  • All Contractor work shall be performed on-site at the client's Headquarters located in Washington, DC, 20536. 
  • The Contractor shall be required to perform periodic travel within the Continental United States to some or all of the Federal Agency's Regional Recruiting Office duty stations located in Seattle, WA; San Francisco, CA; Los Angeles, CA; Dallas, TX; Chicago, IL; Atlanta, GA; and New York, NY.

REQUIREMENTS (A):

  • Key Contributor:  as the Change Management Consultant you will manage mid-size projects relating to organizational change initiatives that impact major business lines or functions. 
  • This position will be responsible for end to end planning, implementation, training and adoption across the enterprise, technology, operations and support functions.
  • You will direct and manage overall project status, budget, resources, change controls and risks.  You will partner with the Business, Technology and Functional Teams to deliver objectives.
  • Provides input based on expertise relating to corporate and organizational change initiatives that impact multiple functions or process changes within an organization or specific department.  Normally, initiatives may have cross-functional or inter-departmental implications. 
  • Some may also have significant impact on the ability a department to effectively deliver services or operate efficiently.  All require cross-divisional coordination, communication, influence and negotiation.

 

REQUIREMENTS (B):

  • A Change Consultant is responsible for understanding basic functions of newly implemented technology, analyzing information related to pre and post business processes, incorporating client problems and concerns, developing and implementing solutions, and providing training and communication as necessary.  Also responsible for ensuring effectiveness of implemented changes and solutions.
  • May provide input on staffing and budget allocation to ensure newly implemented technology is implemented effectively and roles are adequately staffed.  All require cross-divisional coordination, communication, influence and negotiation.
  • A Change Consultant is responsible for analyzing present-state, developing alternative future-state approaches and facilitating implementation. 
  • Actively involved in the conduct/execution of project activities.
  • Serves as secondary contact to senior department managers for critical change initiatives and provides assistance to staff. 
  • Business liaison with the client organization.

  • Experience with Enterprise Change Management Systems (i.e ADKAR - a model for change management)
