Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Position Summary
Seeking a Business Analyst to provide business and systems analysis in support of the retirement of the Client Assignment and Registration (CARE) system and migration of legacy components to future applications. This role requires a highly skilled communicator to serve as a project-focused technical business analyst translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, building business process flow diagrams and visuals.
This position will support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions. The CARE Program of IT projects includes several concurrent, coordinated workstreams. This position will focus on ensuring a smooth migration of CARE-related business, data, reporting, and integration capabilities from the current location to future locations.
The selected candidate must be able to work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes, translate business to technical needs, map business and technical dependencies, identify gaps, and work with stakeholders to define future-state business and technical requirements that support continuity of Medicaid operations.
Role Purpose
The purpose of this role is to provide high-caliber business analysis and technical integration support for the CARE Program to:
  • Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage.
  • Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy.
  • Facilitate discovery and analysis of CARE functions; synthesize findings and deliver decision-ready analysis.
  • Act as a bridge between teams, validate assumptions, and proactively address gaps.
  • Ensure CARE retirement covers all critical dependencies through cross-functional reviews and actionable recommendations.
