General Manager Duties:
As a Front Line Manager you will:
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE IR-08: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
  • Experience providing technical oversight of tax account and case processing activities to ensure work was completed in accordance with Internal Revenue Code provisions, Treasury Regulations, Internal Revenue Manual (IRM) requirements, and established functional procedures.
  • Experience reviewing quality review results, inventory reports, aged case reports, production metrics, and other operational data to identify trends, monitor program performance, evaluate compliance risks, and recommend corrective actions that improved program effectiveness.
  • Experience analyzing workload inventories, resource utilization, performance indicators, and operational reports to identify process inefficiencies, support workload planning, and implement process improvements that enhanced accuracy, timeliness, and service delivery.
  • Experience coordinating with internal stakeholders, subject matter experts, and cross-functional organizations to resolve complex case processing issues, implement procedural updates, and ensure consistent application of program requirements and operational guidance.
  • Experience validating case actions, documentation, and processing activities using Internal Revenue Service (IRS) systems and reporting tools to ensure compliance with established procedures, safeguard taxpayer information, and maintain program integrity.
  • Experience overseeing the resolution of complex or sensitive tax account issues, including account discrepancies, amended returns, credit transfers, identity theft indicators, refund-related issues, and referral actions requiring coordination with other Internal Revenue Service (IRS) functions.
  • Experience monitoring program compliance through quality review processes, internal controls, inventory tracking, and performance measurement techniques to identify systemic issues, support continuous process improvement, and ensure adherence to organizational standards.
  • Experience implementing program oversight activities by evaluating operational reports, communicating procedural and legislative updates, supporting technical guidance initiatives, and recommending actions that improved operational consistency and achievement of program objectives.
