Job description

The Program Manager is accountable for ensuring the identification, prioritization, design, approval, permitting, construction, and commissioning of distribution main replacement projects within the Nicor Gas System Improvement (NSI) program. Project types include bare steel, vintage plastic, probabilistic risk, exposed main replacement & remediation, CP main, and corrosion casings. Objectives for this position may also include the development of programs, regulatory approval of programs, commissioning of assets, returning investments, meeting program regulatory and government commitments, and reporting, etc. 

The Program Manager leads a cross-functional team of Track Leads (i.e. Project Controls, Distribution Integrity Management, Engineering, Construction, Land, Environmental, Corrosion, etc.) and ensures expectations are clearly defined, understood, and delivered according to detailed designs, schedules, and budgets. This position applies PMO strategies, protocols and techniques for managing and executing projects and utilizes established project management principles under the Company's Asset Development Process (ADP).

Responsibilities: 

  • Serve as Program Manager for the NSI - Distribution Risk Mitigation (DRM) asset classes including associated service replacements and cross-ties 
  • Implement PMO and Company Best Practices for all managed projects 
  • Ensure individual Track Leads are fully engaged with assigned deliverables and program priorities
  • Ensure projects are managed to budget and schedule
  • Ensure compliance with company policies and procedures 
  • Identify and properly manage program risks
  • Provide detailed and timely monthly variance analysis and program reforecasts
  • Provide annual program budgets including monthly budget spend as well as units
  • Ensure program reporting requirements and standards are followed
  • Track and report monthly on overall NSI main replacement mileage figures used for annual PPP goal
  • Provide timely, accurate, and detailed responses to Data Requests received related to the DRM asset class within the Invest in Illinois program or tied to any Company Rate Case filings
  • Provide ad-hoc reporting as requested
  • Lead weekly program progress meetings with Track Leads and report on overall program status
  • Attend biweekly construction update meetings and report on overall program status
  • Identify and escalate program risks or roadblocks and offer potential solutions and timelines for addressing them
  • Provide guidance and mentoring for Track Leads
  • Ensure all Track Leads understand program goals, requirements, commitments, schedules, and associated Company financial impacts
  • Hold Track Leads accountable for individual deliverables and adherence to all program standards
  • Gather and discuss lessons learned with Track Leads to improve future program executables      
  • Ensure all project field data and project related financial documentation is reported in a timely and accurate manner for possible future audits and reconciliations
