The Gist… 

We are seeking an experienced Program Manager to lead and oversee large-scale technical programs within a complex enterprise environment. The ideal candidate will have a strong background managing portfolios of applications, coordinating cross-functional technical teams, and delivering mission-critical solutions.

This role requires experience with Biometrics, Identity and Access Management, application portfolio management, and modern technology delivery. The Program Manager should also have familiarity with initiatives involving Artificial Intelligence, data platforms, cloud environments, software development, application modernization, and emerging technologies.

The Program Manager will provide strategic direction, ensure program alignment with business and technical objectives, manage delivery timelines, mitigate risks, and serve as a primary point of coordination among stakeholders, technical teams, vendors, and leadership.


  • Lead and manage large-scale technical programs from planning through execution, delivery, and sustainment.
  • Oversee a portfolio of applications across the program, ensuring alignment with organizational goals, technical standards, security requirements, and operational needs.
  • Manage program workstreams related to application development, modernization, integration, cloud migration, data management, AI-enabled capabilities, cybersecurity, and enterprise technology delivery.
  • Develop and maintain integrated program plans, schedules, roadmaps, risk registers, dependency trackers, budgets, and status reporting.
  • Coordinate cross-functional teams including software development, data engineering, cloud infrastructure, cybersecurity, DevSecOps, operations, and business stakeholders.
  • Provide oversight of the full software development lifecycle, including requirements, design, development, testing, deployment, sustainment, and continuous improvement.
  • Support cloud-based initiatives, including migration, modernization, platform adoption, scalability, reliability, security, and cost optimization.
  • Oversee data-driven initiatives involving data governance, data quality, analytics, reporting, dashboards, data integration, and enterprise data platforms.
  • Support AI-related initiatives, including AI strategy, responsible AI practices, automation, machine learning use cases, data readiness, and integration of AI-enabled capabilities into enterprise applications.
  • Ensure program deliverables are completed on time, within scope, and within budget.
  • Identify, track, and mitigate program risks, issues, dependencies, resource constraints, and technology delivery challenges.
  • Coordinate with senior leadership, government stakeholders, vendors, and technical teams to ensure transparency and alignment.
  • Support strategic planning and governance for enterprise applications, data assets, cloud platforms, AI-enabled solutions, and technical initiatives.
  • Ensure compliance with security, privacy, identity management, data protection, and applicable federal or enterprise technology standards.
  • Support initiatives involving biometrics, identity verification, authentication, authorization, fraud detection, and access management.
  • Prepare and deliver executive-level briefings, dashboards, performance metrics, and program status updates.

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or a related field, with 10+ years of relevant experience.
  • Proven experience leading large-scale technology programs (50+ employees) in complex enterprise, government, or mission-critical environments.
  • Experience managing multiple teams, workstreams, stakeholders, and competing priorities across a large program or portfolio.
  • Demonstrated ability to develop and execute program strategy, roadmaps, governance, budgets, schedules, and risk management plans.
  • Strong understanding of enterprise applications, software development lifecycles, system integration, cloud, data, and modern technology environments.
  • Experience with biometrics, identity and access management, or identity verification.
  • Working knowledge of AI/ML, automation, data platforms, cloud modernization, or emerging technologies.
  • Strong executive communication, stakeholder management, problem-solving, and decision-making skills.
  • Ability to translate complex technical information into clear business and program-level decisions.
