Job Summary
This role requires an experienced Development Team Lead and Systems Engineer to perform as a Scrum Team Project Manager (SPM) in the IC environment. This role has direct leadership and interaction with one or more development teams and performs as a key customer liaison with basic technical knowledge about web and mobile application development. The SPM supports the Agile Release Train Program Manager (ART PM) and Technical Lead (TL) in developing Epics, Features and application roadmaps for the design and development of new and existing applications. The SPM leads all aspects of a product's design working with product managers to develop requirements and advise on prioritization. The SPM also performs risk management identification and mitigation, and development of implementation timelines based on a tailored SAFe Agile DevSecOps environment. This role works with internal systems engineers to ensure customer priorities are planned through the implementation lifecycle. Experience with requirements management, portfolio management, Lean Six Sigma, and other optimization methodologies.
Primary Responsibilities
This role is responsible for technical planning and coordination between Agile teams and mission customers; it also includes coordination of verification, validation, and deployments.
  • Provide systems engineering and integration support to the government for the integration of newly developed Capabilities targeted for Integration test and operational environments and develop and deliver the processes to perform integration, staging, and release management for these Capabilities.
  • At the direction and guidance of the Government, provide the orchestration services necessary to ensure that VC workflow management Capabilities align with program processes.
  • Provide methods to automatically deploy existing or newly identified services, COTs and GOTs products, custom code, and software developed by the Government to provide an overall solution that meets program and product owner objectives.
  • A strategic business partner to help customers achieve their mission outcomes and help to drive innovation throughout the engagement life cycle through iterative feedback mechanisms.
  • Use agile delivery methodology to lead project teams consisting of business and technical resources while managing scope, schedule, and cost to create and execute a plan to achieve project goals.
  • The SPM tracks the team's work to the completion of all deliverables accepted into a PI; coordinates with team members and customer sets to ensure stories have all the information needed to complete the work and that all necessary stories are created; and coordinate / socialize production changes and brief appropriate boards for deployment approval.

Basic Qualifications
  • In-depth knowledge of common Agile practices, service-orientated environments, development practices, Configuration Management and Request for Change process for review and assessment. With in-depth experience as a technical expert across multiple project assignments.
  • Thorough understanding of the following interfaces, formats, languages, and systems (at minimum): standard web services protocols (e.g., SOAP, REST), JAVA, PHP, JBOSS, Tomcat, Linux, Windows, and Python.
  • Experience with delivery of an integrated solution using Agile software delivery techniques.
  • Experience in integrating software, COTs, GOTS, FOSS, and Capabilities into a baseline and making them an operational whole.
  • Experience with integrating security components with applications and databases and a thorough understanding of integrating systems and databases of varying architecture.
  • Extensive experience with AWS services.
  • 5+ years' integration engineering experience.
  • Bachelor's Degree with 12 or more years of experience and will consider work experience in lieu of a degree.
  • Clearance Required: Must have TS/SCI with Polygraph.
