ABOUT THE POSITION
The Clark County Finance Department is seeking qualified candidates to apply for the Risk Insurance Compliance Officer position within the Purchasing Division. This position will be responsible for tracking and analyzing insurance requirements, facilitating and documenting risk assessments, including internal communications, meetings, deadlines, research, and override requests. Furthermore, this position will conduct business risk assessments of solicitations, track override requests pursuant to County risk programs and policies, and monitor continued compliance through the term of the contract(s).
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor's Degree with major coursework in Criminal Justice, Public Administration, Social Work, Business Administration, Risk Management, or a closely related field, AND one (1) year of full-time professional experience in risk management, insurance compliance, investigations, or contract administration experience, preferably in the labor, construction, or insurance field. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.

EXAMPLES OF DUTIES
  • Maintains a balanced risk management and compliance control framework in alignment with County standards.
  • Reviews firm and departmental policies, procedures, and standards to ensure compliance with County guidelines.
  • Facilitates and documents risk assessments, including internal communications, meetings, deadlines, research, and override requests.
  • Analyzes risk assessment data and recommends improvements to business processes, administrative practices, and technical controls.
  • Monitors vendor information using internal systems, research tools, and public resources to ensure accurate and updated vendor records.
  • Maintains vendor management tools used to track insurance, business risk assessments, and contract reviews.
  • Conducts business risk assessments of solicitations and tracks override requests pursuant to County risk programs and policies.
  • Reviews solicitation contracts for proper insurance requirements, collaborating with departments and attorneys.
  • Reviews, creates, and updates templates for the County's insurance tracking systems.
  • Identifies and analyzes compliance gaps; recommends corrective actions and process improvements.
  • Documents, investigates, and reports compliance issues and incidents as needed.
  • Collects, analyzes, and prepares reports for senior management and relevant stakeholders.
  • Develops and implements risk models to forecast potential exposures.
  • Identifies, assesses, and quantifies risks associated with insurance policy recommendations.
  • Monitors industry trends and regulatory changes affecting risk exposure and insurance requirements.
  • Collaborates with Risk Management and other departments to ensure accurate and timely risk assessments.
  • Prepares comprehensive reports and presentations outlining risk analysis findings.
  • Supports ongoing development and implementation of risk management policies and procedures.
  • Contributes to continuous improvement of risk assessment methodologies.
  • Overseas periodic testing, program evaluations, documentation and testing of controls, training, governance, and internal escalation protocols.
  • Serves as the primary point of contact to ensure risk assessment requirements align with County insurance standards.
  • May drive a personal or County motor vehicle in order to attend various off-site meetings, meet with vendors and perform other functions in the course of the work.
