We are seeking a Preconstruction Manager to support some of the most innovative, complex, and large-scale data center and mission-critical construction projects in the country. This role will be instrumental in delivering RMCI's first-generation programs as a General Contractor within hyperscale and enterprise data center environments.

The Preconstruction Manager provides leadership, structure, and technical expertise across all preconstruction activities at RMCI. Working closely with the Chief Estimator, this role ensures that project pursuits, design development, cost modeling, and early-phase planning are executed with accuracy, clarity, and strategic intent.

Responsibilities

  • Design Management & Technical Coordination
    • Manage design-phase communication between RMCI, owners, and design partners.
    • Lead constructability reviews, design coordination meetings, and technical evaluations.
    • Track design evolution and communicate cost, schedule, and risk impacts to the Chief Estimator.
    • Provide guidance on logistics, phasing, site constraints, and feasibility during design development.
    • Support development of early schedules, general conditions, and procurement strategies.
  • Estimating Partnership & Cost Development
    • Align preconstruction strategy with estimating strategy to ensure consistent assumptions, scope clarity, and pricing logic.
    • Review plans, specifications, and addenda to identify scope gaps, risks, and opportunities, coordinating with the Chief Estimator on pricing impacts.
    • Support subcontractor outreach, prequalification, and pricing strategy in collaboration with Estimating Team.
    • Participate in GMP development, cost trending, and buyout strategy discussions.
  • Documentation, Communication & Workflow Management
    • Oversee all preconstruction documentation, ensuring accuracy and timely distribution.
    • Review and approve meeting minutes, action logs, and document control outputs prepared by the Preconstruction Coordinator.
    • Maintain alignment between preconstruction deliverables, estimating outputs, and project handoff requirements.
  • Leadership, Department Oversight, and Internal Collaboration
    • Lead RMCI's preconstruction efforts with strategic guidance from the VP of Preconstruction.
    • Provide mentorship, direction, and workflow oversight to the Preconstruction Coordinator.
    • Lead turnover meetings, ensuring assumptions, risks, and cost models are clearly communicated.
    • Develop and refine RMCI's preconstruction standards, templates, processes, and best practices as the department grows.
    • Foster strong collaboration across Estimating, Project Delivery, Operations, Marketing, and Business Development.
  • Client, Partner & Trade Partner Engagement
    • Build and maintain strong relationships with owners, designers, subcontractors, and vendors.
    • Lead or support client-facing cost reviews, design meetings, and pursuit presentations.
    • Represent RMCI professionally at industry events, meet-and-greets, and preconstruction meetings.

Qualifications

  • 510 years of experience in preconstruction, estimating, or design management within industrial construction or mission critical facilities.
  • Strong understanding of estimating principles, design development, and alternative delivery methods (CMAR, Design-Build, Design-Assist).
  • Skilled in conceptual estimating, cost modeling, and reviewing plans/specifications for scope gaps and risks.
  • Strong communication and client-facing presentation skills.
  • Proficiency with Microsoft Office; experience with Bluebeam, Building Connected, and estimating software preferred.
  • Highly organized, detail-oriented, and able to manage multiple pursuits in a fast-paced environment.
  • Experience mentoring or overseeing junior team members.

Education & Certifications

  • Required
    • Bachelor's degree in Construction Management, Engineering, Architecture, Business, or related field
    • Minimum of five years of experience in preconstruction and estimating roles
  • Preferred
    • Advanced coursework or certifications in estimating, preconstruction project management, or construction technology.
    • Experience in general contracting, industrial construction, and mission critical facilities.
    • Training or proficiency in estimating software (Sage, OST, Assemble, etc.).
