About the Role
The Director of Preconstruction leads all aspects of the preconstruction process, from pursuit through GMP negotiations and project turnover. This position oversees proposal development, business planning, and client relationships, with a focus on municipal wet utilities and public-sector projects. The Director is a key leader in work acquisition and process development, responsible for guiding teams and building long-term client partnerships.
As a key member of the leadership team, the Director of Preconstruction works closely with Business Development, Operations, and Executive Leadership to position B&F for continued growth while ensuring a consistent, efficient, and client-focused preconstruction process.
Strategic Leadership Responsibilities
  • Lead all aspects of the preconstruction process for CMAR, JOC, Design-Build, and other alternative delivery projects.
  • Direct pursuit strategies, proposal development, interviews, RFQs/RFPs, and contract negotiations.
  • Develop and execute capture plans for municipal agencies, public owners, and strategic clients.
  • Lead Go/No-Go evaluations and pursuit decisions in partnership with executive and operational leadership.
  • Partner with Business Development and Operations to strengthen client relationships and increase win rates.
  • Provide leadership and mentorship to estimators, project managers, engineers, and other team members involved in preconstruction activities.
  • Develop and implement preconstruction standards, processes, and best practices to improve consistency, efficiency, and quality.
  • Lead value engineering, constructability reviews, cost modeling, and GMP development efforts.
  • Build and maintain long-term client partnerships from pursuit through project execution.
  • Maintain and strengthen CMAR, JOC, and other strategic client and partner relationships.
  • Conduct client debriefs and internal reviews to identify lessons learned, strengthen future pursuits, and improve win rates.
  • Monitor market trends, industry developments, and competitive positioning to support strategic planning.

Experience & Qualifications
  • Extensive experience leading preconstruction and estimating efforts within the municipal wet utility industry.
  • Demonstrated success securing and delivering CMAR, JOC, Design-Build, and other alternative delivery projects.
  • Strong leadership skills with a proven ability to develop teams and influence stakeholders.
  • Exceptional communication, presentation, negotiation, and relationship-building abilities.
  • Experience developing pursuit strategies, capture plans, and winning proposals.
  • Strategic business mindset with the ability to balance client needs, operational goals, and financial performance.
  • Excellent problem-solving and decision-making skills.
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
