Pre-Construction Manager (Commercial Construction)
About the Role
Spartan Contracting Corporation is seeking a Pre-Construction Manager to lead the estimating and pre-construction phase of commercial projects. If you’re a driven pre-construction professional who enjoys building winning strategies and reliable budgets across banking, retail, healthcare, and restaurant projects, we’d love to hear from you. You will oversee budgets, bid coordination, scope development, value engineering, and proposal support from early pursuit through handoff to Operations. This role partners closely with our Business Development and Project Management teams to help win work and set projects up for success.
Key Responsibilities
  • Lead pre-construction efforts for multiple commercial pursuits at once.
  • Prepare accurate conceptual and detailed estimates (ROM through GMP).
  • Perform quantity takeoffs and develop pricing models.
  • Coordinate subcontractor bidding, follow-ups, and bid leveling.
  • Identify scope gaps, risks, exclusions, and assumptions.
  • Develop value engineering options aligned with client goals.
  • Support proposal development with clear scope narratives and pricing backups.
  • Collaborate with internal teams and design partners on constructability reviews.
  • Create preliminary project schedules and phasing/logistics plans when needed.
  • Deliver complete pre-construction handoff packages to project teams after award.
  • Maintain estimating templates, historical cost data, and benchmarking.
Qualifications
  • 5+ years of pre-construction, estimating, or related commercial construction experience.
  • Strong understanding of commercial building systems, drawings, and specifications.
  • Experience preparing conceptual budgets and detailed estimates.
  • Knowledge of delivery methods (Design-Build, CM at Risk, Design-Bid-Build).
  • Skilled in subcontractor outreach, bid comparison, and scope review.
  • Proficient in estimating/takeoff tools (Bluebeam, Excel, or similar software).
  • Strong communication skills and ability to present estimates to leadership/clients.
  • Organized, detail-oriented, and able to meet tight pursuit deadlines.
Preferred (Nice to Have)
  • Experience leading value engineering sessions.
  • Familiarity with Procore or similar construction management platforms.
  • Local subcontractor/vendor network in the Southeast.
