Job description

Power Systems, Smart Grid and Energy Storage Specialist
Opportunity track: SEA / GLOBAL / MENA-EE
Engagement: Contingent individual consultant; engagement may be direct or through an eligible U.S. consulting firm
Location: Remote - United States, with possible international travel
Primary promotion location: Houston, Texas 77002
Anticipated consulting fee: $150-$285 per hour, or a negotiated fixed price by work package
The opportunity
Axyde is building a senior expert bench for anticipated U.S. government-funded project-scoping assignments involving electric generation, transmission, distribution, interconnection, smart grids, microgrids, utility modernization, and energy storage across the Indo-Pacific, Africa and the Middle East, Europe and Eurasia, Latin America, and other global markets.
Projects may include national or regional power infrastructure as well as systems serving mines, mineral-processing facilities, industrial plants, data centers, cities, remote communities, and other energy-intensive users. The selected specialist will help Axyde determine whether proposed projects have a credible technical basis, realistic regulatory and commercial assumptions, an implementable development pathway, and an appropriately designed next-stage feasibility study, technical-assistance assignment, or pilot.
Axyde welcomes specialists whose principal strength is generation, transmission planning, distribution, utility operations, grid modernization, microgrids, or storage. Applicants are not expected to be equally expert in every power-system discipline.
Potential responsibilities
  • Assess demand forecasts, load profiles, supply adequacy, reserve requirements, reliability, resilience, power quality, and energy-security needs.
  • Evaluate generation portfolios and technologies, including thermal, renewable, hybrid, distributed, captive, and behind-the-meter systems, as applicable.
  • Review transmission, distribution, substation, interconnection, cross-border, and evacuation-infrastructure concepts.
  • Assess the need for load-flow, short-circuit, protection, transient or dynamic-stability, production-cost, reliability, hosting-capacity, or other specialized studies.
  • Evaluate smart-grid, advanced-metering, distribution-automation, SCADA, demand-response, virtual-power-plant, microgrid, and utility-modernization proposals.
  • Evaluate battery, pumped-storage hydro, thermal, mechanical, and other storage applications, including sizing, duty cycle, degradation, safety, operating strategy, and revenue or avoided-cost assumptions.
  • Assess renewable integration, curtailment, flexibility, ancillary-service, black-start, islanding, and grid-forming requirements.
  • Evaluate power-supply options and electrical infrastructure for mines, processing facilities, data centers, industrial users, islands, remote sites, and constrained grids.
  • Identify utility, regulatory, tariff, market-design, interconnection, land, permitting, environmental, fuel-supply, cybersecurity, and implementation dependencies.
  • Develop or independently review preliminary capacity, energy, loss, CAPEX, OPEX, schedule, implementation, and commercial assumptions at a level appropriate to the available information.
  • Develop or review technical tasks, required qualifications, deliverables, schedules, and budgets for feasibility studies, technical assistance, pilots, grid studies, and utility-modernization programs.
  • Compare technical alternatives and identify material data gaps, decision criteria, modeling requirements, risk mitigations, and stage-gate recommendations.
  • Participate in sponsor interviews, technical-diligence calls, and occasional site visits involving utilities, regulators, system operators, project sponsors, host-country stakeholders, financiers, and prospective U.S. suppliers.
  • Contribute to concept consultations, initial assessments, project reports, presentations, and power-sector deep dives.
  • Clearly distinguish source data, modeling results, professional judgments, assumptions, limitations, and matters requiring validation by a Professional Engineer, system operator, utility, regulator, or other appropriate authority.

Required qualifications
  • Degree in electrical engineering, power-systems engineering, energy systems, or a closely related discipline.
  • At least 10 years of directly relevant utility, power-system planning, generation, transmission, distribution, storage, operations, engineering, or consulting experience.
  • Demonstrated experience evaluating, planning, designing, developing, or operating grid, generation, interconnection, microgrid, storage, or utility-modernization projects.
  • Experience translating technical and regulatory findings into practical development plans, scopes of work, schedules, budgets, decision criteria, and risk-mitigation measures.
  • Ability to integrate engineering, utility, regulatory, economic, commercial, environmental, and implementation considerations without overstating the accuracy of early-stage information.
  • Strong analytical writing skills and the ability to work under compressed schedules.
  • Contract-required status: The individual performing the work must be either a U.S. citizen or a lawful permanent resident of the United States (green-card holder). Other forms of U.S. work authorization do not satisfy the stated requirements of the anticipated contracts. A consultant engaged directly as an individual must maintain a principal place of business in the United States. A consultant proposed through a firm must be employed or engaged through an entity that independently satisfies the solicitation's U.S.-firm requirements.

Preferred qualifications
  • Professional Engineer registration or another directly relevant professional credential.
  • Experience with utility-integrated resource planning, transmission or distribution planning, interconnection studies, grid-code compliance, storage economics, or energy-intensive industrial loads.
  • Experience with emerging-market power systems, island systems, weak grids, cross-border interconnections, or utilities undergoing modernization or restructuring.
  • Familiarity with power-system analysis and production-cost tools and the ability to review model inputs, outputs, and limitations.
  • Experience preparing or independently reviewing feasibility-study, technical-assistance, pilot, or specialized engineering-study scopes and budgets.
  • Familiarity with lender or investor technical due diligence and the engineering and commercial inputs required for project economic and financial analysis.
  • Experience evaluating U.S.-supplied equipment, software, services, or technologies for international power projects.
  • Familiarity with international project sponsors, host-country governments, U.S. government agencies, multilateral development banks, or development-finance institutions.

Engagement conditions
This is a contingent consulting opportunity, not an offer of full-time employment. No award, assignment, minimum number of hours, or minimum compensation is guaranteed. Engagement depends on contract award, assignment fit, eligibility, conflicts, availability, successful completion of Axyde's due diligence, and agreement on scope and pricing. The stated fee range is an anticipated range; the final rate or fixed price will depend on experience, role, work-package requirements, and applicable cost-reasonableness requirements.
Some assignments may require rapid turnaround, irregular coordination across time zones, or international travel. Travel requirements, approvals, insurance, and reimbursable costs will be addressed in the applicable consulting agreement or work order.
Participation in a U.S. Trade and Development Agency project-scoping assignment may make the participating consultant or subcontracting entity ineligible to compete-whether as a prime contractor, subcontractor, or otherwise-for certain USTDA-funded follow-on activities resulting from that assignment, unless USTDA grants a waiver. Axyde will disclose the applicable restriction and obtain written acceptance before issuing a work order.
