Job description

KIBO is a registered United States company dedicated to providing governments worldwide its services of inspection, analysis, certification, and compliance.
The Senior Full-Stack Developer builds the software that makes the service operable - the integration with the national customs system and port-community data, the software solutions and internal tools (including tools that draw on external data sources), and the secure data flows between the field, the analysis team and the customs administration. The role also plans and scopes solutions intended for use by the customs authorities, and lays the technical groundwork for KIBO's longer-horizon digital single-window platform.
Key Responsibilities
  • Customs-system integration. Design and build the interfaces that connect to the national customs system (ASYCUDA/SYDONIA) and port-community data sources, on an integrate-not-replace basis, so declaration data flows reliably into the analysis.
  • Software solutions & internal tools. Develop software solutions and internal tools - including tools that integrate with external data sources (such as commercial international trade-price data) - that power the team's price-verification and risk work, and build and maintain the verification console and interfaces that present outputs and reporting in a usable, auditable form.
  • Solution planning & scoping. Plan and scope software solutions intended for use by the customs authorities: gather needs and data requirements with the customs administration, port authorities and the in-country operations team; define requirements; and shape the roadmap for the tools and capabilities delivered to the AGD.
  • Secure data flows. Implement secure, resilient (offline-tolerant) data exchange between field inspection, headquarters analysis and government interfaces, with appropriate access controls and logging.
  • Platform groundwork. Establish the architecture, APIs and standards for KIBO's digital single-window platform - supporting e-declarations, automated duty/tax, e-payment and traceability - in synchronization with the national customs system.
  • Engineering quality. Own code quality, testing, environments and documentation, and collaborate with the Senior Data Scientist so analytics run dependably in production.

Required Qualifications
  • 7+ years of experience building, shipping, and maintaining full-stack applications, including modern JavaScript/TypeScript front-end development, a mainstream back-end stack such as Node.js, Python, Java, .NET, or similar, and relational databases.
  • Proven experience designing and implementing integrations with external systems, legacy platforms, APIs, ETL/ELT pipelines, data feeds, or operational data sources.
  • Strong database and data-modeling skills, including schema design, query optimization, data validation, and working with transactional or operational datasets.
  • Strong grasp of secure software development practices, including authentication, authorization, role-based access control, encryption/data protection, audit logging, and secure handling of sensitive data.
  • Experience building production-ready applications with appropriate testing, documentation, environment management, version control, deployment, and monitoring practices.
  • Ability to gather requirements from non-technical, operational, and government stakeholders; scope practical solutions; and translate business and data requirements into working software.
  • Comfort designing for constrained connectivity, including offline-first, resilient, or intermittently connected environments.
  • Ability to collaborate closely with data science, operations, and field teams to ensure software, data flows, and analytics function reliably in production.

Preferred Qualifications
  • Experience integrating with ASYCUDA/SYDONIA or other customs, single-window, trade, logistics, port-community, or government systems.
  • Familiarity with digital government, trade facilitation, customs modernization, or port/community system integration.
  • Experience with cloud infrastructure, DevOps, CI/CD, containerization, infrastructure-as-code, workflow orchestration, or production monitoring tools.
  • Exposure to e-payment, traceability, distributed-ledger, digital identity, or secure transaction platforms.
  • Experience building dashboards, internal tools, verification consoles, case-management tools, or audit-friendly reporting interfaces.
  • Working French is a plus.

What Success Looks Like in Your First Few Months
During your first months, you will:
  • Complete a data-source and integration assessment for the customs system and port-community data.
  • Deliver working integrations and the first version of the verification console.
  • Publish the architecture that the digital single-window platform will build on.

Reporting and Working Relationships
Reports to the Engagement / Delivery Lead; partners closely with the Senior Data Scientist; coordinates data access with the field Technical Manager and Data & IT Liaison and the in-country operations team.
The role will also engage directly with customs authorities, port stakeholders, government technical teams, vendors, and other program partners as needed.
