Position Description & Qualifications Serco is seeking a Intelligence Collection Manager / Intelligence, Surveillance, and Reconnaissance (ISR) Subject Matter Expert (SME) to support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE) in Suffolk, Virginia. This high-impact position places you at the center of Joint Force readiness, where you will support the design, planning, execution, and assessment of Joint and multinational training events focused on intelligence operations, intelligence collection management, ISR employment, targeting integration, and operational decision-making. In this role, you will help Combatant Commands, Joint Task Forces, Service Components, and senior military leaders develop and exercise intelligence processes necessary to compete and prevail in complex, multi-domain operational environments. You will integrate intelligence collection capabilities, targeting methodologies, ISR operations, threat analysis, and intelligence support to operations across some of the Department of Defense's most demanding Joint exercises and experimentation efforts. Working directly with Joint Staff, Combatant Commands, Service Components, coalition partners, and intelligence community stakeholders, you will contribute to the development of training environments that strengthen Joint Force readiness, integrated deterrence, and decision advantage. This position is contingent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI). In this role, you will: * Serve as the lead Intelligence Collection Management and ISR advisor supporting Joint exercise planning, operational assessments, and capability development initiatives. * Integrate intelligence collection management considerations throughout all phases of the Joint Training System (JTS) and Joint Event Life Cycle (JELC) to support Combatant Command training objectives and operational outcomes. * Develop Collection Management Plans (CMPs) and intelligence support strategies that align intelligence collection activities with exercise objectives, operational mission threads, and commander information requirements. * Develop, coordinate, and manage Consolidated Intelligence Support Requests (CISRs) and intelligence requirements in support of Joint exercises and training events. * Lead Intelligence Scripting Working Groups (ISWGs), facilitate intelligence planning efforts, and coordinate intelligence participation across Joint Staff, Combatant Commands, Services, Coalition partners, and Intelligence Community organizations. * Provide expertise in Intelligence Collection Management, ISR operations, intelligence analysis, indications and warning, targeting processes, and intelligence support to joint planning and execution. * Develop and coordinate realistic intelligence products, threat assessments, ISR collection plans, target packages, Joint Integrated Prioritized Target Lists (JIPTLs), Restricted Target Lists (RTLs), and No-Strike Lists for training audiences. * Analyze adversary capabilities, doctrine, campaign plans, collection architectures, and emerging threats to enhance operational realism within Joint exercise operational environments. * Support operational environment development by integrating intelligence perspectives into Road to Crisis products, adversary campaign plans, operational environment synchronization efforts, and scenario development. * Coordinate intelligence collection priorities, ISR employment, and intelligence sharing processes across Joint, interagency, allied, and coalition partners. * Support Exercise Control (EXCON), intelligence response cells, collection management cells, targeting boards, and operational planning teams during exercise execution. * Provide intelligence mentoring, training, and education to Joint Force Headquarters, Combatant Commands, Joint Task Forces, and training audiences. * Conduct post-exercise analysis, lessons learned collection, operational assessments, and recommendations to improve Joint intelligence readiness and operational effectiveness. * Develop intelligence-focused after-action products, observations, insights, and best practices supporting Joint Force development and design efforts. To be successful in this role, you will have: * Active DoD Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) access. * U.S. Citizenship. * A Bachelor's Degree in Intelligence Studies, Political Science, International Relations, Military Science, or related field and 8 years of intel experience. * 15 years of relevant military, government, or industry experience supporting intelligence operations, ISR operations, collection management, or Joint military operations * Demonstrated experience supporting Combatant Commands, Joint Task Forces, Joint Staff, Intelligence Community organizations, or equivalent operational headquarters. * Expert-level understanding of Intelligence Collection Management, ISR operations, intelligence support to operations, and the Intelligence Cycle (Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED)). * Experience developing Collection Management Plans, ISR synchronization products, targeting products, CISRs, intelligence estimates, and intelligence operational planning documents. * Strong understanding of Joint Planning Processes, Joint Intelligence doctrine, Joint Targeting, and Multi-Domain Operations. * Experience supporting Joint and coalition operational environments and intelligence sharing architectures. * Exceptional analytical, writing, briefing, and communication skills, including experience briefing senior military and government leaders. * Ability to work on-site in Suffolk, Virginia * The ability to travel up to 25%. Additional desird experience and skills: * A Masters degree. * Joint Professional Military Education (JPME) Phase II graduate. * Graduate of a Senior Service College, Joint Advanced Warfighting School (JAWS), School of Advanced Military Studies (SAMS), National War College, or equivalent. * Former Intelligence Officer, Collection Manager, ISR Planner, Targeting Officer, Intelligence Watch Officer, Joint Intelligence Planner, or equivalent military/intelligence professional. * Experience supporting Joint Staff J-7 exercises, Joint Exercise Life Cycle (JELC) planning, Operational Environment development, and Master Scenario Event List (MSEL) development. * Experience supporting deployed Joint Task Forces (JTFs), Combatant Commands, Special Operations Task Forces (SOTFs), or coalition operations. * Expertise in GEOINT, SIGINT, HUMINT, targeting, ISR collection management, and intelligence fusion processes. * Familiarity with Joint Training Tool (JTT), JMSEL, Joint Training Information Management System (JTIMS), Joint Lessons Learned Information System (JLLIS), and Joint exercise planning processes. * Experience supporting Globally Integrated Exercises (GIEs), Joint Force Development and Design (JFDD), and Joint War.
