About the team We are part of Global Monetization Product and Technology-Business Integrity-Governance. The Actor Strategy team focuses on securing the ad platform by tackling risks in the advertising ecosystem-such as fraud, impersonation, account takeover (ATO), over-spending, small bad debts, and spam registrations. We balance risk management with user experience to support TikTok Ads' healthy growth. The team continuously enhances its capabilities through platformization, intelligence, and automation, driving smart solutions powered by AI agents, machine learning models, and strategic rules. Responsibilities: 1. Policy Architecture and Standards - Own the design and ongoing maintenance of the Actor Suspension policy framework, covering policy scope, core definitions, and enforcement decision criteria - Build operationally actionable standards by clarifying evidence requirements, decision guidelines, reasoning and write up standards, and applicable conditions, improving interpretability - Maintain policy documentation and version control mechanisms to ensure updates are clear, traceable, and consistently executable by frontline teams 2. Consistent Decision Making and Policy Adoption - Establish a steady operating loop with Account Suspension Operations and Appeals teams to continuously capture high frequency disputes, ambiguous boundaries, and execution pain points - Lead edge case reviews and codify outcomes into policy clarifications, decision trees, reviewer guidance, and reusable decision templates - Run calibration and enablement mechanisms to align policy understanding and reduce inconsistency across reviewers, teams, and regions 3. Risk Pattern Insights and Effectiveness Evaluation - Identify emerging risk patterns and policy loopholes through case reviews, operational signals, and trend monitoring, then propose targeted policy responses with closed loop actions - Define and track policy health metrics such as decision consistency, appeal outcome distribution, false positive signals, and review and appeals efficiency to guide iteration - Conduct postmortems for major policy changes and high impact events, converting learnings into long term mechanisms and documentation updates 4. Cross functional Execution and Systemization - Partner with Product, Engineering, Legal, Compliance, and relevant risk stakeholders to align on policy objectives, key trade offs, and release timelines - Translate policy requirements into executable processes and system capabilities, including SOPs, evidence chain standards, escalation pathways, workflow optimization, and automation opportunities - Provide timely policy guidance during high risk incidents and drive follow up actions into durable governance mechanisms
Qualifications
Minimum Qualifications: - 3+ years of experience in Trust and Safety, ads integrity, risk governance, policy operations, anti fraud, or related fields - Strong policy writing and structuring skills, able to turn complex cases into clear standards and operational guidance - Proven cross functional collaboration skills, able to align stakeholders and drive closure in ambiguous situations - Strong problem solving and risk judgment, able to identify patterns and propose practical governance solutions - High proficiency in English and Mandarin listening, speaking, reading and writing. Both English and Mandarin skill sets are required to support clients in China and to communicate with stakeholders. Preferred Qualifications: - Experience with ads ecosystem governance, account integrity, enforcement policy, or appeals operations - Data literacy with SQL or dashboards to validate trends and evaluate policy impact - Experience partnering with Product and Engineering to translate policy into enforceable workflows or system logic - Familiarity with evidence standards, investigation workflows, and enforcement consistency mechanisms

[For Pay Transparency]Compensation Description (Annually)
The base salary range for this position in the selected city is $108000 - $208800 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
