The Policy & Procedure Manager is responsible for developing, implementing, and maintaining the company's enterprise-wide policy and procedure framework across all mortgage banking functions. This role ensures that policies, procedures, standard operating procedures (SOPs), job aids, and operational documentation are accurate, current, compliant, and aligned with regulatory requirements, investor guidelines, and internal business practices.


The ideal candidate is an exceptional technical writer with extensive mortgage lending knowledge and the ability to translate complex regulatory, operational, and system requirements into clear, practical documentation. This position partners closely with Compliance, Operations, Risk, Quality Control, Information Technology, Capital Markets, Servicing, and business leaders to support operational consistency, regulatory compliance, employee training, and continuous process improvement.


Key Responsibilities

  • Develop, draft, edit, and maintain clear, accurate, and comprehensive policies, procedures, standard operating procedures, job aids, and related documentation across mortgage banking functions.
  • Collaborate with subject matter experts, compliance, quality assurance, legal, operations, and other stakeholders to gather information and accurately document established business practices.
  • Translate complex regulatory, operational, and technical requirements into practical, easy-to-understand written guidance.
  • Ensure policies and procedures align with applicable federal and state regulations, investor requirements, agency guidelines, and internal control standards, including RESPA, TRID, TILA, FHA, VA, and Fannie Mae and Freddie Mac requirements.
  • Review existing documentation for accuracy, consistency, completeness, readability, and alignment with current business practices.
  • Identify documentation gaps, inconsistencies, or outdated content and coordinate with appropriate stakeholders to obtain clarification and revisions.
  • Monitor regulatory, investor, agency, and internal business changes that may require updates to policies and procedures.
  • Manage the policy and procedure review and approval process, including stakeholder feedback, revision tracking, and final publication.
  • Maintain a centralized repository of policies, procedures, job aids, templates, and supporting documentation, including version histories, effective dates, approvals, and review schedules.
  • Establish and maintain consistent documentation standards, templates, terminology, formatting, and naming conventions.
  • Support internal and external audits, examinations, and quality reviews by providing current procedural documentation and related records.
  • Coordinate the communication and distribution of new or revised policies and procedures to impacted departments.
  • Support onboarding and training efforts by ensuring training materials and job aids remain consistent with approved policies and procedures.
  • Review documentation related to loan origination system updates or other technology changes to ensure written procedures accurately reflect approved system functionality and business requirements.

Requirements

  • Bachelor's degree in Business Administration, Finance, Communications, English, Technical Writing, or a related field preferred.ย 
  • Equivalent combination of education and mortgage industry experience will be considered.ย 
  • 5+ years of mortgage banking experience required.ย 
  • 3+ years of policy, procedure, technical writing, documentation management, compliance, quality control, or operational governance experience.ย 
  • Experience documenting mortgage lending processes across multiple operational areas.ย 
  • Experience working with cross-functional business teams and executive stakeholders.ย 
  • Strong understanding of residential mortgage lending operations.ย 
  • Knowledge of agency and investor requirements.ย 
  • Working knowledge of mortgage regulatory requirements including RESPA, TRID, TILA, HMDA, ECOA, FHA, VA, Fannie Mae, Freddie Mac, and Non-QM lending.ย 
  • Understanding of document governance, internal controls, risk management, and quality assurance principles.
